About this opportunity

The West Virginia State Auditor's Office is soliciting bids under ARFQ AUD2700000001 to establish an open-end, single-vendor contract for 55 business-class laptops with three-year service, accidental damage coverage, endpoint security licenses, and carrying cases, with written questions due November 4, 2026 at 1:00 p.m. and bids due November 11, 2026 at 9:00 a.m. No set-asides are designated. Award goes to the lowest-priced bidder meeting all mandatory requirements, and no partial bids are accepted.

Mandatory laptop specifications call for a 16-inch business-class notebook with an AMD Ryzen AI 5 PRO 435 or equivalent current-generation processor, Windows 11 Pro 64-bit, 16GB DDR5 dual-channel memory, a 512GB NVMe SSD, a WUXGA anti-glare display, Wi-Fi 6E or newer, an integrated 1080p camera and microphone, and a 45Wh or greater battery with a 65W USB-C adapter. Required services include three years of onsite next-business-day service, accidental damage coverage, drive retention, 24/7 technical support, Absolute Control or equivalent endpoint security software, Windows Autopilot registration, and one backpack per unit. Vendors must supply identical units across all 55 devices. Delivery goes to Charleston, Kanawha County, within thirty working days of order receipt, with freight included and FOB destination terms.

Vendors must be registered with the West Virginia Purchasing Division, owe no debt to the State or its political subdivisions, and carry Commercial General Liability insurance of at least $1,000,000 per occurrence. Pricing must be firm for the contract life. Vendors must extend publicly advertised sale prices to the State and invoice at the lower of the contract or advertised price. Bidders submit unit and extended prices for all 55 units, including software, service coverage, Autopilot registration, and carrying cases. Payment is made in arrears after delivery and acceptance, by electronic funds transfer or P-Card.

No pre-bid meeting is mandatory. Bids are submitted electronically through wvOASIS or by signed delivery to 1900 Kanawha Boulevard East, State Capitol Building 1, Room W100, Charleston. Bidders must acknowledge all addenda, and failure to do so may result in disqualification. The October 30, 2026 ARFQ form, designated revision 2, supersedes the October 29 version, which listed laptop and backpack quantities as 0.00000 EA; the newer form specifies 55 units.
