About this opportunity

The Seattle Convention Center is requesting proposals for window washing services on its Arch and Summit buildings, with proposals due October 13, 2026 (revised from October 14) at 3:00 p.m. Pacific time and a mandatory pre-proposal conference on September 28, 2026 at 2:00 p.m. at SCC Level 2 Administrative Offices. Addendum 1 (September 24, 2026) modified staffing requirements: the contractor must assign one full-time individual (40 hours per week) to each building, with both assigned personnel identified by name in the proposal, signing in and out through SCC Security Control.

Scope includes cleaning all interior and exterior glass surfaces, windowsills, beam ledges, skylights, elevator glass, rail glass, and canopy structures on both buildings. Per-event alternate pricing is required for truck bridge underside, Convention Place metal ceiling, and 8th Avenue metal ceiling. Proposers must hold a minimum of five years of high-rise commercial window cleaning experience and be licensed to do business in Washington State. Staff must be trained and certified on specialized ProBel equipment for Pike Street canopy and Skybridge cleaning operations. All pricing is subject to Washington State prevailing wage requirements for King County; sales tax is excluded from pricing.

The contract runs January 1, 2027 through December 31, 2031, with the SCC retaining the right to extend for up to five additional one-year terms, for a maximum of ten years total. Cost proposals are weighted at 50 of 100 evaluation points; technical proposal, management proposal, and references comprise the remainder. Evaluation occurs October 13–20, 2026, with finalist interviews potentially scheduled October 28–29 and apparent successful proposer notification by November 3, 2026.

Contractors must maintain commercial general liability insurance of at least $1 million per occurrence, employers' liability insurance of $1 million per accident, and full workers' compensation coverage. Minority- and women-owned business participation goals are established at 10 percent for minority-owned enterprises and 6 percent for women-owned enterprises, with participation voluntary and no preference in evaluation. Proposals must remain firm for 60 days following receipt and are submitted electronically through Bonfire or in hardcopy to 705 Pike Street.
