About this opportunity
The City of Ocala is requesting bids for window tinting services on city-owned vehicles and equipment under ITB FLT/261074, with bids due September 1, 2026. A mandatory 30-mile radius locality requirement applies — the vendor must be located within 30 miles of the City of Ocala Fleet Management Department at 1805 NE 30th Avenue, Building 200, Ocala, Florida.
The scope covers tinting installation and removal across five vehicle categories (sedans, pickup trucks, SUVs, vans, and heavy-duty trucks), with service line items for windshield strip, front side window, rear side window, and back window. All work must comply with Florida Statutes 316.2953 and 316.2954, requiring 28% visible light transmission for front windows with no more than 25% reflectivity, plus non-reflective visor tint above the manufacturer's AS-1 line. The vendor must perform a minimum of 30% of work with its own forces, maintain a maximum two-week material lead time, and work during standard business hours (7:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays).
The vendor must hold seven years of commercial or fleet window tinting experience and provide a ten-year warranty covering materials and labor (fading, cracking, adhesion failure, bubbling, delamination). Insurance requirements include Commercial General Liability of $1 million per occurrence / $2 million aggregate, Commercial Automotive Liability of $1 million combined limit, and Workers' Compensation per Florida statutory requirements.
The contract term is two years with two optional one-year renewal periods. Price increases upon renewal are capped at 3% annually unless mitigating market conditions exist and are justified with CPI-U documentation submitted 90 days prior to contract term end. Bids are submitted on a unit price basis with award to the lowest qualified vendor. Monthly progress reports and detailed invoicing upon job completion are required, including vehicle specifications, tint type, warranty details, and installation dates.
