About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Department for Facilities and Support Services, Office of Building and Mechanical Services is soliciting bids for window cleaning services on an as-needed basis at multiple state-owned facilities located throughout Frankfort, Louisville, and Lexington. The procurement consists of two groups: Group A encompasses 60 line items covering buildings in the Frankfort area, and Group B includes 4 line items for facilities in Louisville and Lexington, with services including exterior window cleaning (inside and outside surfaces), interior glass cleaning, stained glass cleaning, glass door cleaning, skylights, clearstories, partitions, railings, and specialized tasks such as wiping down seals and frames. Vendors are required to bid all line items within a selected group to be considered for award and must submit unit prices on the provided bid sheet. The award will be determined using a best value methodology allocating 90 points to price (lowest bidder receives maximum points), 5 points to response time (with 30 days after receipt of order as the minimum requirement), and 5 points to years of experience in the window cleaning business (minimum two years required, with maximum twenty years for evaluation purposes). Site visits are scheduled for April 9, 10, 13, and 14, 2026, vendors' written questions are due by April 16, 2026, and electronic bid submission closes on April 24, 2026, at 10:30 a.m. Eastern Time through the Commonwealth's e-Procurement system. The contract will be awarded for an initial period of one year from the date of award with four optional one-year renewal periods available upon mutual written agreement.

Reciprocal preference applies to Kentucky resident bidders, and qualified bidders as defined under KRS 45A.465 and 45A.470 are eligible for preference points. Bidders must demonstrate minimum commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, with automobile liability insurance required if vehicles are used, and must provide a Certificate of Insurance naming the Finance Cabinet as additional insured prior to contract award. All bids must include a completed bid sheet with actual pricing, the bidder's contact information, years in business documentation, and required affidavits regarding illegal immigrant employment, resident bidder status (if applicable), and qualified bidder status (if applicable). Vendors must be registered in the Kentucky Vendor Self Service System prior to bid submission and must comply with all applicable Kentucky statutes and regulations, including tax registration, discrimination prohibitions, and verification of compliance with wage and employment laws. No guaranteed quantities are specified in this on-call master agreement procurement, and no specific budget range or award value is disclosed in the solicitation documents. Eden Fence is identified as a reference vendor with customer code VC0000093662, though the procurement is open to qualified bidders.
