About this opportunity
The Maryland Department of Transportation State Highway Administration (MDOT SHA) Salisbury Shop is requesting bids on roadside litter and debris pickup services in Wicomico County under IFB WILTTR28SB, with bids due August 5, 2026 at 1:30 PM at 660 West Road, Building B, Salisbury, Maryland and a question deadline of July 30, 2025. This is a Small Business Reserve procurement limited to Maryland-certified small businesses.
The scope is as-needed litter removal at state-maintained roadways and right-of-ways throughout Wicomico County, including trash, litter, debris, bottles, cans, cardboard, paper, tires, metal, and organic materials into minimum 35-gallon trash bags, and clearing debris from inlet grates. SHA estimates a minimum of five consecutive workdays will be needed at once during the contract period. A minimum four-person crew (one foreman and three crew members) is required, with a 75 percent daily rate if only a three-person crew is available; crews smaller than three persons are prohibited. The contractor must provide all employees, equipment (including a full-size double cab pickup truck with amber rotating safety light), safety equipment meeting MOSH and OSHA requirements, and wireless communication.
The contract term is 12 months with no renewal options, with estimated commencement on or about December 15, 2025. Compensation is a fixed unit rate per 8-hour working day for the Litter Pickup Crew line item, billed no more than twice monthly following work acceptance, with an estimated quantity of 35 crew days. Travel reimbursement is not included, and the contract is non-exclusive with no guarantee of work volume.
Required qualifications include two years of continuous experience providing similar services, Maryland SDAT registration, certified small business status, and reference checks. Contractor must carry Commercial General Liability of $1,000,000 combined single limit per occurrence and $2,000,000 annual aggregate, Workers' Compensation of $1,000,000 per occurrence, and Automobile or Commercial Truck Insurance meeting Maryland requirements. Award is based on lowest responsive bid price submitted by a responsible bidder. No pre-bid conference or scheduled site visit is required.
