About this opportunity
The Christina School District is soliciting bids on athletic field sitework and construction at William Penn High School (713 E Basin Road, New Castle, Delaware) under ITB Contract #4-27-03, Bid Pack A, issued August 14, 2026; the bid deadline and award timeline are not disclosed in the accessible documents due to a public-safety-driven exemption from plan publication under Delaware Code Title 29, Section 10002(o)(17)(a).
Contract documents, including detailed specifications and the bid schedule, are restricted from public posting and must be obtained directly from EDiS Company, Inc. (Project Manager: Jdepolo@ediscompany.com; 302-421-2700; office: 110 South Poplar Street, Wilmington, DE 19801). The restriction reflects security-sensitive specifications within the project scope. Contract administration oversight is held by Emily Ryan at the Data Service Center.
The scope encompasses site clearing and earthwork, concrete and masonry work, exterior improvements including synthetic turf playing fields, demolition, painting and coatings, joint sealants, utilities (water distribution and storm drainage), and specialized athletic infrastructure. Key components include tension ball safety netting manufactured by Sportsfield Specialties, Inc. (galvanized aircraft cable with Dyneema ultra-high molecular weight polyethylene); LED scoreboards equivalent to Daktronics models for main stadium, auxiliary fields, baseball, and softball facilities; and permanent galvanized steel bleacher systems with 100 pounds per square foot live load capacity compliant with International Building Code standards.
Bleacher installation requires AISC certification; third-party AISC-approved inspection agencies must conduct inspections. All manufacturers must demonstrate minimum ten years of experience, provide local representation, and supply two-year warranties. Work must comply with Delaware state and local codes, IBC standards, and ADA accessibility requirements. Professional design seals are required: civil engineer Christopher D. Duke, P.E. (License No. 16378, expiration 06/30/2028) for Divisions 31–33; architect Brad A. Hastings, AIA, LEED AP (License No. 0005276, expiration 01/31/2028) for Divisions 02–14. Becker Morgan Group, Inc. serves as architect.
