About this opportunity
The City of West Linn is soliciting architectural and engineering full-service proposals for pedestrian and bicycle upgrades along Willamette Falls Drive from 16th Street to Ostman Road under Mini-RFP K23242, with proposals due October 27, 2026. An Oregon Registered Professional Engineer and an Oregon Registered Professional Land Surveyor must be designated key staff on the proposal.
The scope encompasses preliminary engineering, final design, specifications, and construction administration for safety and accessibility improvements across three design sections along the corridor in Clackamas County, Oregon. Deliverables include separated bike paths, protected bike facilities, sidewalks, landscape buffers, retaining walls, curb modifications, and coordination with TriMet bus stop relocations. Right-of-way impacts are estimated pending survey data and detailed grading; final design will account for vertical grading, stormwater retention, and utility relocation within the 100-year floodplain limits present in the project area. Preliminary design reference materials prepared by Kittelson & Associates, Inc. are available.
Contract award will be based on technical approach, relevant project experience, team qualifications, and pricing. Proposers must complete the mandatory Proposal Cover Sheet (Attachment A), submit key staff resumes on the standardized form (Attachment B), and address the Technical Scoping Sheet (Attachment D). Funding is derived from local, state, and federal transportation improvement sources. Proposals submitted at or above $150,000 must include completion of non-discrimination and sexual harassment prevention policy certifications and Conflict of Interest disclosures as required by ODOT. The contract term extends through design phases and construction support. Site visits and pre-proposal meetings are available to clarify requirements prior to submission. The prospectus and vicinity map provide additional project context.
