About this opportunity
The City of Greenville, North Carolina is issuing a competitive sealed-bid Invitation for Bid (IFB) for the Wildwood West Side Parking and Pier Project (Project No. 20250193). The scope of work encompasses construction of a 1,400-linear-foot gravel access road with wood bollards and rope barriers with GUC lighting, a 24-foot-wide asphalt driveway (50 feet long), an 18-space parking lot with two ADA-accessible spaces on approximately 2.0 acres of disturbance, a floating fishing pier with kayak launch facilities including an ADA transfer bench, concrete stairs and ramps, retaining walls, earthwork and grading, and erosion and sedimentation control measures. The project also includes recreational amenities such as picnic shelters, picnic tables, benches, and trash receptacles, with vegetation requirements mandating protection of existing Loblolly Pines and planting of at least 98% native species plants (836 of 848 total plants comprising trees, shrubs, native seed mix, and sod). The contractor must comply with TAR/Pamlico River Riparian Buffer Rules, obtain a Soil Erosion and Sedimentation Control Permit, secure a City of Greenville Stormwater Permit and NCDOT Driveway Permit, and ensure all concrete work meets 3,000-4,000 PSI air-entrained specifications. Bids are due May 26, 2026, at 4:00 PM local time at the City of Greenville Recreation and Parks Jaycee Park Administration Building (2000 Cedar Lane), with public opening and reading immediately following. A non-mandatory pre-bid conference is scheduled for Wednesday, May 13, 2026, at 10:00 AM at Pitt County Tax Parcel 10256 (just east of 2210 Old Pactolus Road, Greenville, NC), with site visits available at that time or by separate arrangement. Questions should be directed to Mark Nottingham, City Project & Development Manager, via email at mnottingham@greenvillenc.gov. The contract specifies a substantial completion deadline of 120 calendar days and final completion within 150 calendar days after Notice to Proceed, with liquidated damages of $500 per day for failure to meet these milestones.
The City of Greenville's Minority and Women Business Enterprise (MBE/WBE) Program requires good-faith efforts to achieve participation goals of 10 percent minority business participation and 6 percent women business participation in construction services, with all MBE/WBE vendors requiring certification by the North Carolina Office of Historically Underutilized Businesses (NC HUB). Bidders must submit a bid security of 5 percent of the maximum bid price in the form of a bid bond, and the successful contractor will be required to provide performance and payment bonds equal to the contract price. Insurance requirements include workers' compensation with minimum limits of $1,000,000 per occurrence, commercial general liability with $2,000,000 general aggregate coverage, automobile liability with $1,000,000 combined single limits, and umbrella or excess liability coverage of $5,000,000. The contractor is responsible for coordinating with the North Carolina Wildlife Resources Commission (NC WRC) for procurement and installation of dock and launch components through the NC WISE Program and must maintain existing utility services during construction. Payment will be made on a lump-sum basis with unit prices for excavation and fill materials, with 5 percent retainage on progress payments until substantial completion, at which time retainage may be reduced if work progress is satisfactory. No specific contract award value or budget range is disclosed in the available procurement documents.
