About this file
This is an addendum to a competitive sealed-bid Invitation for Bid issued by the City of Greenville, North Carolina for the Wildwood West Side Parking and Pier Project (RFP #25-26-47). The addendum, prepared by Mark Nottingham on May 14, 2026, provides critical project clarifications regarding the scope of work, which encompasses construction of parking infrastructure, a floating fishing pier with kayak launch facilities, recreational amenities, and site improvements across approximately 2.0 acres. The original bid was due May 26, 2026, at 4:00 PM at the City of Greenville Recreation and Parks Jaycee Park Administration Building, with a non-mandatory pre-bid conference held on May 13, 2026, at 10:00 AM at the project site. The substantial completion deadline is 120 calendar days after Notice to Proceed, with final completion required within 150 calendar days, subject to liquidated damages of $500 per day for missed milestones.
Key clarifications in the addendum specify that the City will provide floating dock sections from the NCWISe program and the kayak launch, with the contractor responsible for installation of both components. The contractor must provide their own temporary electrical power, as the City will not supply power to the site. The City will assume financial responsibility for required building permits, relieving the contractor of this obligation. The addendum identifies typical vendors for park benches and picnic tables (Kay Park Recreation, Barrs Recreation, Cunningham Recreation) and collapsible bollards (Traffic Guard, Uline, Amazon), and specifies that all handrails detailed on drawing C3/L6.0 shall be constructed of stainless steel. Vegetative debris may remain on site in an agreed-upon location. The project requires compliance with MBE/WBE participation goals of 10 percent minority and 6 percent women business participation, with bid security of 5 percent of the maximum bid price and performance and payment bonds equal to the contract price.
