About this opportunity

The West Virginia Division of Natural Resources is soliciting bids for a one-time purchase contract for 18,000 pen-raised bobwhite quail through an Agency Request for Quote (ARFQ). The procurement is open to qualified vendors capable of supplying NPIP-tested adult quail delivered in three separate shipments of 6,000 birds each during the 2025 fiscal year. Deliveries are scheduled for October 28, 2025, November 12, 2025, and December 9, 2025, all before 10:00 AM, to two locations: Flatwoods at 2195 Sutton Lane, Sutton, WV 26601 and Ghent at 162 Odd Road, Ghent, WV 25843. All quail must be transported in disposable crates containing no more than 25 birds per crate, in compliance with Title 9 CFR Chapter 1 Subchapter C, and accompanied by valid NPIP certificates for each delivery. Vendors must submit pricing on an F.O.B. destination basis with all freight and delivery charges included in the unit price. Bids must be submitted electronically through wvOASIS or delivered in person to the West Virginia Division of Natural Resources Office of Property and Energy at 112 California Avenue, Charleston, WV 25305. The solicitation opened on June 27, 2025 and closes on July 8, 2025 at 1:30 PM, with the contract to be awarded to the lowest responsible bidder meeting all mandatory requirements. Inquiries regarding this solicitation should be directed to James H. Adkins, the buyer, at (304) 558-3397 or jamie.h.adkins@wv.gov.

Interested vendors must be properly registered with the West Virginia Purchasing Division and must sign a notarized Purchasing Affidavit affirming they are not in default on any monetary obligations to the state or political subdivisions. Vendors are required to designate a contract manager available during normal business hours and must maintain workers' compensation insurance as a mandatory requirement. The solicitation documents do not identify any set-aside designations for disadvantaged enterprises, incumbent contractors, or specific funding limitations. All awarded vendors must accept payment by electronic funds transfer and P-card, and must comply with all applicable federal, state, and local laws throughout the contract term. The contract includes provisions allowing the agency to return unacceptable items at vendor expense with full credit or replacement at its discretion, and vendor default may result in immediate contract cancellation with procurement of items from a third party at the vendor's expense. No specific budget range or award value is listed in the solicitation materials; pricing will be determined based on the competitive bids received.
