About this opportunity

The Commonwealth of Kentucky, Division of Forestry, issued a Request for Bid (RFB 758 2500000169) for the procurement of Wildfire Pumper Units to serve Elliott County. This solicitation seeks bids for two distinct line items: seven UTV pumper units designed to fit 2024 Yamaha 700 Viking EPS cargo beds featuring 40-gallon polypropylene tanks with Honda GXH50 2.2 horsepower engines and Koshin self-priming centrifugal pumps, manual hose reels with 3/4" x 100' rubber hose, and a one-year warranty; and one engine pumper unit for standard short wheelbase trucks featuring a 200-gallon poly tank, National Fire Fighter model NFF2 24-horsepower Honda engine with Mercedes two-stage centrifugal pump capable of 103 gallons per minute and 428 psi, electric hose reel, foam proportioning system (Foam Pro 1600 series), and a minimum three-year warranty on all components. All equipment must be new, current year model, and in first-class condition, with instruction and operating manuals provided for all equipment. Delivery is included in costs and must be made to the Division of Forestry warehouse at 800 Schenkel Lane, Frankfort, Kentucky 40601, with vendors required to call 24 hours in advance for delivery directions. The contract will be awarded on a line-item basis as a one-year master agreement with four optional one-year renewals effective upon award. The original bid deadline was October 9, 2024, at 1:30 p.m. ET; however, a modification was issued on October 4, 2024, extending the deadline to October 11, 2024, at 1:30 p.m. ET. Written questions were due by October 2, 2024, at 10:00 a.m. ET. Award determination will utilize a Best Value-Ranking approach with 90 points allocated for price and 10 points for delivery performance measured in working days, with the lowest-priced compliant bid receiving maximum points.

Kentucky resident bidders may receive reciprocal preference equal to preferences given by other states to their own residents, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and designated nonprofit agencies serving individuals with severe disabilities may receive preference equal to 15-20 percent of maximum available points. Vendors must be registered in the Vendor Self Service portal at https://vss.ky.gov at least 24-48 hours prior to bid closing and must submit responses electronically through the Kentucky eProcurement system. All pricing must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes, and prices must remain valid for a minimum of 60 calendar days after the bid due date with no price increases permitted during the first 12 months of the contract. Prior to award, vendors must provide proof of Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate and Automobile Liability Insurance with $1,000,000 combined single limit. Vendors must also comply with all Kentucky employment and occupational safety statutes, maintain appropriate tax registration, and satisfy EEO requirements if the contract value exceeds $500,000, as well as execute the required Annual Affidavit for Bidders, Offerors, and Contractors certifying non-violation of Kentucky's campaign finance laws. The solicitation does not specify a total budget or award value, instead noting that quantities mentioned are estimates and the Commonwealth will order only what agencies need during the contract term.
