About this opportunity

The City of Aurora, Colorado, is requesting qualifications for the design, fabrication, delivery, and optional installation of modular housing units for the Wild Horse Reservoir project near Hartsel, with statements of qualifications due September 25, 2026 at 2:00 PM MDT through BidNet, and a question deadline of September 14, 2026.

The scope encompasses a minimum of 50 permanent tiny houses (400 square feet or under) and up to 50 temporary tiny homes on wheels in a unit mix of 10 studio/one-bathroom, 30 one-bedroom/one-bathroom, and 10 two-bedroom/one-bathroom configurations. All units must be State of Colorado certified and delivered turnkey with heating and air conditioning, washer/dryer, full kitchen appliances, and interior furnishings. The manufacturer is responsible for pre-construction coordination, design, factory fabrication, delivery, and optional on-site installation.

Qualified manufacturers must demonstrate completion of at least three similar projects within the past ten years and hold professional expertise in architectural design, structural engineering, mechanical engineering, electrical engineering, and plumbing engineering. Proof of minimum one-million-dollar general liability insurance and worker's compensation coverage as required by Colorado State law is mandatory. All units must comply with the 2018 IRC, 2023 ICC Tiny House, and 2021 IWUIC codes, including 50-pound snow load capacity, 110-mile-per-hour wind speed resistance, and climate zone 7 energy efficiency requirements.

Baseline costs must be provided on a per-unit basis. Interviews are scheduled for the weeks of October 19 and October 26, 2026, with notice of award anticipated in December 2026. Unit installation and resident move-in are targeted for July 2028. Evaluation uses a 100-point scale: 30 points each for experience and qualifications, scope of services, and schedule compliance; five points each for letter of interest and references. Submissions are made electronically through the Rocky Mountain E-Purchasing System (BidNet).
