About this opportunity

Clayton County Public Schools in Georgia is requesting proposals for Wide Area Network services under RFP 008-23, with proposals due December 15, 2022 at 3:00 p.m. EST via the Bonfire portal and a non-mandatory pre-proposal conference held November 11, 2022 via Zoom.

The scope encompasses managed WAN services providing leased lit fiber connectivity to approximately 80 remote locations across the district, terminating at the data center at 1380 Arnold Street in Jonesboro. The solution must support VoIP, unicast and multicast video conferencing, traditional data, email, web traffic, IT administration, and software deployment with multicast routing capability. Redundant WAN connections are not required. High availability with diverse path entry into the data center using different conduits is sought. Proponents are responsible for providing all communications infrastructure and determining expected latency; CCPS will not provide site plans or conduit paths and does not currently have backup power at site locations. All sites are accessible during normal business hours with 120-volt power available at each Main Distribution Frame.

Services must comply with the federally subsidized E-Rate program and support real-time applications. Proponents must be FCC-regulated telecommunications providers with a Service Provider Identification Number (SPIN) and USAC recognition as eligible service providers capable of direct billing to the Schools and Libraries Division.

The not-to-exceed contract value is $1.4 million for the initial one-year term (July 1, 2023 through June 30, 2024), with four options to renew. Georgia's Small Local Business Enterprise participation carries 5% evaluation weight. The evaluation committee will score proposals on executive summary (5%), experience and staff qualifications (10%), performance on other projects (10%), methodology and management approach (20%), customer and account services (15%), organizational and financial capability (10%), and cost proposal (25%). Oral presentations may be required January 12–16, 2023. Written questions were due November 15, 2022. The award was made to Education Networks of America, Inc. dba ENA Services, LLC on March 1, 2023.
