About this file

This Addendum 1 document pertains to RFP 008-23 for Wide Area Network (WAN) Services issued by Clayton County Public Schools (CCPS) in Jonesboro, Georgia. CCPS is soliciting proposals from experienced firms to provide managed WAN services consisting of leased lit fiber connectivity to approximately 80 remote locations throughout the district, with service terminating at the data center located at 1380 Arnold Street. The non-mandatory Pre-Proposal Conference was held on November 11, 2022, at 11:00 a.m. EST via Zoom, with written questions due by November 15, 2022. The proposal submission deadline is 3:00 p.m. EST on Thursday, December 15, 2022, through the CCPS e-Procurement Bonfire Portal. The proposed WAN solution must support real-time applications including VoIP communications, video communications (both unicast and multicast), traditional data, email and web traffic, IT administration, and software deployment, with multicast routing capability being essential.

CCPS seeks the most cost-effective managed solution with high availability and diverse path entry into the data center using different conduits; however, the district explicitly clarified that redundant WAN connections are not required. The district does not currently have backup power at site locations and will not provide site plans with conduit paths; proponents are responsible for providing all communications infrastructure for their solution and determining expected latency metrics. All sites are accessible during normal business hours, and 120-volt power is available at each location's Main Distribution Frame. The proposed service will be federally subsidized through the E-Rate program. Six companies attended the pre-proposal conference: Education Network of America (ENA), Southern Light LLC, Cybernetics Global, Wired Technology LLC, and Vero Fiber Networks, along with CCPS staff including the Director of Technology and Senior Engineer.

QUESTION 1: Is CCPS asking for an RFP proposal for a network that consists of 80 separate point-to-point circuits from the remote locations to the Data Center, or can we propose a network service that will provide the best functionality for the school district?

ANSWER The District is seeking the most cost-effective managed solution that will provide WAN services as requested in the RFP. CCPS is seeking qualified firms to provide a leased lit fiber solution to provide a managed WAN that will be federally subsidized by the E-Rate program. The managed WAN will allow CCPS to provide a communications infrastructure to locations throughout the District. The goal of this RFP is to source the best solution for high bandwidth circuits, in federally subsidized E-Rate packages.

Clayton County Public Schools plans to use the proposed service to transport real-time applications. The applications will include voice and video; traditional data; email and web traffic; IT administration; and support applications. Support for multicast routing for applications such as video communications and software deployment are essential. CCPS is currently supporting VoIP communications, unicast software deployment, unicast video communications, multicast video, and software deployment with the current solution.

QUESTION 2: What is meant by support “high availability and diverse path entry”? Is there an existing service there today, and Clayton Co Schools would like us to build a diverse path and entry to that service, or is CCS asking for redundant service (2 data circuits) at the Data Center with a diverse path and entry for the second circuit?

ANSWER The current service for the CCPS data center at 1380 Arnold Street is delivered across multiple circuits. If the proponents' solution has multiple circuits that would terminate into the data center at 1380 Arnold Street, we would ask for them to use the two different conduits for entry into the building. CCPS is not requesting redundant WAN connections.

QUESTION 3: How does CCPS access the internet? Which locations function as internet egress point? Should consideration be given to providing redundant WAN connections to these locations?

ANSWER CCPS has multiple internet connections located at 1380 Arnold

Street. CCPS is not requesting redundant WAN connections.

QUESTION 4: Are managed services required, Firewall, or Routers for Internet egress? Are any managed services required for the proposed WAN network?

ANSWER CCPS is seeking qualified firms to provide a leased lit fiber solution to provide a managed WAN that will be federally subsidized by the E-Rate program. The managed WAN will allow CCPS to provide a communications infrastructure to locations throughout the District. At a minimum, CCPS would expect the proponent to manage the router and any associated communications infrastructure that provides the handoff to CCPS network infrastructure at each site.

QUESTION 5: Do you currently have a site map that illustrates where coverage is wanted and where the current network assets are?

ANSWER Addresses for each location where service is needed are provided in the RFP document.

QUESTION 6: Please provide an inventory of all current utilization on each Tower

Site, including current antennas and base station equipment (Microwave, RF, LMR, etc.).

ANSWER CCPS does not use towers, antennas, or base station equipment in a leased lit fiber solution

QUESTION 7: Please identify the transmit and receive spectrum currently being used on each tower site (possible interference consideration).

ANSWER CCPS does not use towers, antennas, or base station equipment in a leased lit fiber solution.

QUESTION 8: Please identify any restrictions on access to all site locations.

ANSWER All sites are available during normal business hours.

QUESTION 9: Please describe the current radio tower house shelter available at each site location to house requisite RF equipment and backup emergency power.

ANSWER CCPS does not use towers, antennas, or base station equipment in a leased lit fiber solution

QUESTION 10: Please confirm the line of site distance between all site locations.

ANSWER CCPS does not use towers, antennas, or base station equipment in a leased lit fiber solution.

QUESTION 11: Please identify the availability of commercial and backup power to all site locations.

ANSWER CCPS does not provide backup power at site locations.

QUESTION 12: Please identify any county or city ordinances/requirements impacting the installation of equipment on the roof of the network hub and primary backhaul location.

ANSWER Proponent will need to check with city or county to obtain any ordinances that would affect their solution.

QUESTION 13: Please identify any quantifiable latency metrics required by the customer. Please include a desired acceptance testing methodology for documenting network performance, speed, etc.

ANSWER Proponent should provide expected latency metrics for their solution.

QUESTION 14: Please identify the type of communications backhaul (fiber, copper, wireless, etc.) available.

ANSWER Proponent is responsible for providing all communications infrastructure for their solution

QUESTION 15: Please identify the capacity at the site locations and the desired coverage area.

ANSWER Addresses for each location where service is needed are provided in the RFP document.

QUESTION 16: Section 5.2 on Page 7 of the RFP includes a list of sections to be included under the proposal format and content. However, starting on page 9, Section 5 – 8 is different from the prior list. Please clarify the section numbers and names.

ANSWER The RFP does not have Section 5.2 or Section 5 -8 on page 7 or page 9.

QUESTION 17: Does all carrier equipment terminate in the MPOE?

ANSWER Current carrier equipment is terminated in each location Main

Distribution Frame (MDF).

QUESTION 18: Do all location MPOE’s have 120v power?

ANSWER The MDF at each location has 120v power available.

QUESTION 19: Do any of the locations require internet service?

ANSWER All proposed solutions should allow internet communications through the CCPS data center at 1380 Arnold Street to and from each site.

QUESTION 20: How many static IP addresses are required (per location)?

ANSWER This would vary depending on the proposed solution.

QUESTION 21: Are there servers, DMZ’s, etc. using public IP addresses? If yes, which locations?

ANSWER No.

QUESTION 22: Which locations, if any, require redundant circuits?

ANSWER CCPS is not requesting redundant WAN connections.

QUESTION 23: If requiring redundant circuits, is there a requirement that they be provided on a different carrier?

ANSWER CCPS is not requesting redundant WAN connections.

QUESTION 24: Is it possible to get copies of site plans that show the conduit paths for as many locations as possible?

ANSWER CCPS does not have site plans with conduit paths.
