About this opportunity

The Texas Department of Public Safety is soliciting proposals under RFP 27R0002622 to replace an emergency generator at its Region 5 facility in Wichita Falls, with a mandatory pre-proposal site visit on November 12, 2026 at 9:45 a.m. and responses due November 26, 2026 at 5:00 p.m. Central Time. The procurement carries VetHUB participation requirements: respondents must submit a Subcontracting Plan demonstrating good faith efforts to recruit certified VetHUB subcontractors and must allow at least seven business days for VetHUB responses. Participation in the state's Mentor Protege Program with a certified VetHUB protege constitutes a good faith effort for that portion of work.

Scope includes demolition and removal of the existing generator and equipment, installation of a new generator system, and related electrical, excavation, concrete, and fencing work at the occupied facility at 5505 N. Central Expressway, Wichita Falls, Texas 76306. Work must maintain continuity of operations during construction and reach completion by August 31, 2027. Respondents must provide five representative projects completed within the last ten years involving 505 kW generators or larger and demonstrate experience with complex generator replacements. The base bid covers the replacement. Three add alternates cover a new generator in lieu of a same-size refurbished unit, replacement of the existing 6-foot chain link fence and pedestrian gate with ornamental fencing, and removal of the underground fuel tank.

Pricing is a lump sum on the Mandatory Pricing Schedule, with all costs, fees, licenses, and expenses included as the sole compensation, and no guaranteed minimum. The initial term runs one year from the effective date, with continuation subject to DPS funding availability. Prevailing wage rates under Texas Government Code Chapter 2258 apply. The contract incorporates the Texas Facilities Commission's Uniform General Conditions. Performance and payment bonds are required if the contract exceeds applicable thresholds, DPS withholds 10 percent retainage until all work is accepted and warranty documentation is received, and project personnel require insurance and criminal background checks. DPS may negotiate pricing before award if pricing does not represent best value.

Evaluation weights technical requirements at 30 points, vendor qualifications and past performance at 40 points, and cost at 30 points, under the best value standard in Texas Government Code Section 2155.074. Anticipated award is January 13, 2027. Responses must be submitted electronically to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room.
