About this file

This document is an informational exhibit from the Texas Department of Public Safety (DPS) regarding submission procedures for the DPS Online Bid Room, an optional electronic platform for vendors to review solicitation opportunities and submit responses. The exhibit does not describe a specific procurement project but rather provides guidance on accessing and using the Online Bid Room system. Vendors interested in submitting responses to DPS solicitations may elect to use this optional platform, which operates subject to all terms, conditions, and requirements specified in the applicable solicitation package. The document emphasizes that vendors must carefully review the complete solicitation package, including all exhibits, and adhere strictly to the submission form, method of delivery, and response due date specified in each solicitation, as failure to comply with these requirements may result in disqualification.

Access to the DPS Online Bid Room requires a two-step registration process: vendors must first register at the designated portal and allow up to two business days to receive login credentials via email, after which they gain access to review opportunities and submit electronic responses. The document stresses that vendors should allow sufficient time for registration to meet submission deadlines, as late responses are not accepted. The DPS provides supporting resources including a vendor tutorial, user guide, frequently asked questions, and technical support contact information to assist vendors in navigating the system. The document clarifies that technical difficulties resulting from optional use of the Online Bid Room do not constitute grounds for protesting a contract award, and that electronic submissions receive confirmation through the system.
