About this opportunity

The City of Hagerstown Water Division is requesting competitive bids from qualified laboratories for Whole Effluent Toxicity Testing (WETT) under ITB B1882.26, with proposals due July 22, 2026 at 2:00 p.m. The scope covers effluent toxicity (WET) testing and toxic chemical testing (TCT) as specified in the TCT Protocol, excluding other NPDES permit testing requirements. Bidders must include pricing for optional Phase I Chronic Toxicity Identification Evaluation (TIE) testing should it become necessary during the contract period.

Cost proposals must cover calendar years 2027 through 2030 with separate line items for base WETT testing costs each year and additional pricing for the optional Phase I Chronic TIE testing. Proposals must be submitted via the City's Dropbox link using the file-naming format "B1882.26 (Name of Firm) - Whole Effluent Toxicity Testing (WETT)." Prospective vendors must obtain the complete ITB package, including all specifications and instructions, from the City of Hagerstown's official website at http://www.hagerstownmd.org/bids.aspx, as incomplete packages from other sources may result in errors or omissions.

Two addenda have been posted—Addendum I and Addendum II (Questions and Answers)—and bidders must acknowledge receipt of both on their bid forms for proposals to be considered compliant and complete. All inquiries should be directed in writing to Tyler French, Procurement Administrator, at tfrench@hagerstownmd.org. The City makes positive efforts to utilize Disadvantaged Business Enterprises and affords these sources maximum feasible opportunity to compete. The City reserves the right to accept proposals individually or collectively, to accept or reject any or all proposals, and to waive informalities as deemed in the City's best interest.
