About this opportunity

The City of Philadelphia is soliciting quotes for a Whirlpool refrigerator under a micro purchase in Pennsylvania, with quotes due October 29, 2026 through PHLContracts, the City's eProcurement platform. The City will award to the lowest responsive and responsible bidder, as a whole or by line item, in its best interest. The Local Business Entity (LBE) program does not apply to small order purchases.

Sellers must quote all items to be eligible for award. An executed Consent and Authorization Agreement must be on file before bid closing, either on the seller's PHLContracts profile or attached to the first quote, and no quote will be considered without it. Vendors must address all red validation warnings before submitting and may not deliver products or provide services until the department notifies them. Sellers may propose alternate products of equal quality and performance with complete descriptions.

The total contract amount shall not exceed $45,000, adjusted annually by the percentage change in the Consumer Price Index-Urban (CPI-U) from January 1, 2020, and rounded to the nearest thousand dollars. The term is fixed at 365 days from the effective date, which begins when the City issues a purchase order, and the contract terminates automatically after 365 days. Products must be delivered FOB Destination Point at quoted prices, which remain valid for 60 days from submission or throughout the term for requirements contracts. Payment is contingent on delivery and City approval and is made by electronic deposit.

Sellers must maintain workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence, naming the City as additional insured. Sellers must certify they are not indebted to the City for delinquent taxes and comply with nondiscrimination, tax, Philadelphia business tax, ethics, and protected health information requirements.

An optional LGBTQ Applicant Data Form accompanies the solicitation. Submission is voluntary, and the City may use submitted data for other projects and make it publicly available.
