About this opportunity
Frederick Water (Frederick County Sanitation Authority), a public water utility in Frederick County, Virginia, is requesting bids for construction of the Whetzel Well Raw Water Line Relocation project, with bids due August 20, 2026 at 2:00 p.m. at the Frederick Water Administration Building. A mandatory site visit and examination of existing conditions is required before bid submission; a non-mandatory pre-bid conference was held July 28, 2026. No set-asides or prevailing-wage requirements apply.
The scope is construction of approximately 4,700 linear feet of 12-inch HDPE raw water line with associated fittings, bends, valves, air release valves, and tie-ins to existing facilities, plus testing and site restoration. All pipeline installation, including roadway crossings, must use open-cut construction methods; trenchless methods are prohibited. Rock excavation must be performed mechanically only; blasting is prohibited. The project manual specifies Division 26 electrical work, including complete installation of magnetic flow meter infrastructure (two 2-inch conduits, 115-volt single-phase power from the Chlorine Building, signal wiring, grounding, and terminations), with Frederick Water responsible for SCADA programming. Contractors must demolish and remove an existing shed at their own cost, carefully remove and reinstall existing chain-link fencing, and restore disturbed areas to original grades with backfill compacted to minimum 95% maximum dry density per ASTM D698. Contractors bear responsibility for obtaining and paying for all required permits, including the VDOT Land Use Permit. Virginia contractor licensing and proof of authorization to do business in Virginia are required.
The contract will be awarded on a lump-sum stipulated-price basis to the lowest responsive and responsible bidder. Bid security of 5 percent of the maximum bid price is required. Substantial completion is due within 180 calendar days and final completion within 210 calendar days from the notice to proceed. Liquidated damages are $500 per day for failure to achieve substantial completion and an additional $500 per day for final completion. Progress payments are monthly at 95 percent of completed work value with 5 percent retainage. Bidding documents are available at https://www.frederickwater.com/bid-specs and on eVA Virginia Marketplace. Addendum 2, issued August 14, 2026, clarifies scope and adds electrical specifications; bidders must acknowledge receipt of both Addendum 1 (August 10) and Addendum 2 on bid forms or face disqualification.
