About this file

This is Addendum 1 to the bidding documents for the Whetzel Springs Raw Water Line Relocation project issued by Frederick Water in Virginia on August 10, 2026. The project consists of construction of approximately 4,700 linear feet of 12-inch HDPE raw water line, including associated fittings, bends, valves, air release valves, and tie-ins to existing facilities, testing, and restoration. A pre-bid conference was held on July 28, 2026, with attendance from seven contractor firms representing Snyder Environmental, Morgan Contracting, Bushong Contracting, BD Excavating, and Judy Excavating, along with four Frederick Water representatives and one representative from Pennoni. The addendum clarifies project requirements and modifies the original Project Manual dated July 17, 2026, and Drawings dated April 28, 2026. Bidders must acknowledge receipt of this addendum on the Bid Form or face potential disqualification.

Key project clarifications include the demolition and removal of an existing shed within the project area at the Contractor's cost, careful removal and reinstallation of existing chain-link fencing with replacement of damaged materials at no cost to the Owner, and installation of specific gate types at designated stations. All pipeline installation, including roadway crossings, must be completed using open-cut construction methods; trenchless installation methods such as jack-and-bore are not permitted. Rock excavation shall be performed using mechanical methods only, with blasting prohibited. Disturbed areas must be restored to original grades and contours with backfill compacted to a minimum of 95% of maximum dry density per ASTM D698, and the Contractor is responsible for obtaining all required permits and coordinating with permitting authorities.
