About this file
This Addendum 2 document, issued by Frederick Water in Virginia on August 14, 2026, modifies the bidding documents for the Whetzel Well Raw Water Line Relocation project. The project consists of constructing approximately 4,700 linear feet of 12-inch HDPE raw water line with associated fittings, bends, valves, air release valves, and connections to existing facilities, including testing and site restoration. The addendum clarifies project scope, corrects references to other inapplicable projects, confirms that blasting is permitted in accordance with Section 31 20 00, and establishes that open-cut installation methodology has received VDOT approval, though the formal Land Use Permit has not yet been issued. The addendum confirms no geotechnical report exists for the project area, no prevailing wage requirements apply, no minority or small business participation goals have been established, and no engineer's estimate is available. Bidders must acknowledge receipt of this addendum on their bid forms or face potential disqualification.
The addendum adds Division 26 - Electrical specifications to the contract documents, requiring the contractor to provide complete electrical work for the magnetic flow meter, including two 2-inch conduits, 115-volt single-phase power from the Chlorine Building, signal wiring, grounding, and terminations, with Frederick Water responsible for SCADA programming and system integration. Suitable material for berm construction is available onsite, and pavement restoration shall comply with the issued VDOT Land Use Permit requirements. The contractor bears responsibility for obtaining and paying for all required permits, including the VDOT Land Use Permit, except where specifically stated otherwise. Frederick Water will provide water for filling, flushing, and pressure testing at no cost to the contractor, who must coordinate all water-related activities. Existing site conditions must be documented prior to construction, and no additional compensation will be provided for work required to satisfy VDOT Land Use Permit and restoration requirements.
