About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department for Libraries and Archives, issued a Request for Quotation (RFQ 758 2300000173) for the procurement of one wheelchair accessible emergency shelter. The shelter must meet stringent safety and accessibility specifications, including EF5 tornado protection classification, capacity for a minimum of 12 employees, a 37.5-inch door opening with slide functionality, construction from minimum 3/16-inch thick carbon steel with powder coat finish, Grade 5 or better hardware, multiple emergency exits with supplied emergency wrenches, and modular design enabling deconstruction and relocation. The specified model is the ESP Safety Shelter Model SR114X84G or an approved equivalent, with bidders proposing alternate brands required to submit descriptive literature for equality verification. The shelter will be delivered to and assembled at the Kentucky Department for Libraries and Archives located at 300 Coffee Tree Road, Frankfort, Kentucky, with all delivery costs included in the bid price and assembly performed by agency personnel. The RFQ was originally released on May 17, 2023, with written questions due by May 18, 2023, at 4:00 PM ET and a closing date of May 24, 2023, at 1:30 PM ET; however, a solicitation modification issued on May 23, 2023, cancelled the original RFQ. All bid responses must be submitted electronically through the Kentucky eProcurement system, with vendors required to register in the Vendor Self Service System at least 24 to 48 hours before submission. Evaluation will utilize a best value ranking approach allocating 90 points to price (with the lowest bidder receiving maximum points and subsequent bidders scored proportionally) and 10 points for delivery performance measured in working days. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date and be quoted as F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes.

Kentucky resident bidders are eligible for reciprocal preference consideration, and qualified bidders, including Kentucky Correctional Industries and Kentucky Industries for the Blind, may receive preference awards of 20 percent and 15 percent of maximum points, respectively. All successful bidders must submit required documentation including Revenue Form 10A100, Certificate of Authority for foreign entities, required affidavits addressing campaign finance law compliance, tax registration, and employment law compliance certifications, with all affidavits effective for one year from the date of execution and requiring notarization. The Commonwealth reserves the right to cancel the RFQ if responses exceed available funding and may cancel any resulting contract with 30 days' written notice. Payment will be made within 30 working days of invoice receipt in accordance with Kentucky statutes. No incumbent contractors, existing infrastructure integration requirements, or specific budget ranges are identified in the solicitation documents. No pricing guidance or set-aside designations beyond the preference eligibility for resident bidders and qualified nonprofits are specified for this procurement opportunity.
