About this opportunity
The City of High Point is seeking sealed proposals from qualified specialty contractors to provide surface preparation and recoating services for Final Clarifier #3 at the Westside Wastewater Treatment Plant, with proposals due November 18, 2026 at 2:00 p.m. and a pre-bid conference scheduled for October 27, 2026 at 11:00 a.m.
The scope addresses the 1.8 million-gallon clarifier, a hybrid structure originally constructed in 2013 featuring cast-in-place concrete basin integrated with welded steel mechanisms. Contractors must reference 2013 record drawings and the December 5, 2024 service report (based on a November 11, 2024 coating assessment) to establish structural and condition baselines. Bidders must submit a bid deposit equal to 5% of the total bid amount as either a certified check or bid bond executed by a corporate surety licensed in North Carolina. Upon award, performance and payment bonds each equal to 100% of the contract price are required. Contract documents and plans are available from Duncan Parnell Company, Inc., at 4275 Regency Drive, Suite 100, Greensboro, North Carolina 27410, for a nonrefundable fee of $110 plus tax and shipping (printed) or $80 plus tax (electronic). Documents are also available for review at McGraw Hill/Dodge Plan Room, Hispanic Contractors Association/ConstructConnect, and The Blue Book Building and Construction Network.
Sealed proposals must be delivered to the Purchasing Division at the Municipal Operations Center, Warehouse Building, 816 East Green Drive, High Point, North Carolina 27260. All bids and contract awards must comply with North Carolina law, including N.C. Gen. Stat. 87-1 et seq., and the Americans with Disabilities Act of 1990. The City reserves the right to reject any and all bids and to waive irregularities and informalities.
