About this opportunity

The Wyoming State Construction Department is requesting qualifications for design and engineering services for Western Wyoming Community College's Powerline Technology Facility, with Statements of Qualifications due November 3, 2026 at 1:00 p.m. Mountain Time. Wyoming-registered licensed architects and engineers are required; the procurement prioritizes resident Wyoming firms, with preference given to qualified resident firms before non-resident firms are considered.

The scope encompasses architectural design services including Level 2 document confirmation, geotechnical exploration of existing subgrade conditions, structural review and design of an existing pre-engineered metal building, and mechanical, electrical, and plumbing engineering services. The 9,000-square-foot facility at the Rock Springs campus will include classrooms, training rooms, offices, restrooms, utilities, a vehicle bay, an exterior pole yard, and a 5,425-square-foot mezzanine. Construction and bid documents are due June 1, 2027, with an anticipated project completion date of July 6, 2027.

Evaluation criteria weight professional qualifications at 25 points, the services proposal at 25 points, corporate references at 15 points, relevant past work at 15 points, successfully completed similar projects at 10 points, and current and projected workloads at 10 points. Fee proposals will be submitted during the interview stage by shortlisted firms only. Submittals are limited to thirty pages and must include general firm information, a minimum of three and maximum of five examples of previous similar work, corporate references from at least three prior clients with two references per proposed staff member, and a services proposal describing design approach and cost estimating methodology. Questions are due October 20, 2026 at 5:00 p.m., with answers posted by October 27.
