About this opportunity
Palm Beach County's Facilities Development and Operations Department, Capital Improvements Division is seeking qualified electrical contractors to replace existing light fixtures with new LED (light-emitting diode) fixtures throughout the parking lots and street areas of West Boynton Park, located at 6000 Northtree Boulevard, Lake Worth, Florida (Project Number 2019-023121). The scope of work includes installing new concrete poles with foundations, removing and properly disposing of existing metal halide fixtures in compliance with EPA requirements, replacing fixtures with LED units per engineer specifications, and installing occupancy sensors and photocells. The contractor must substantially complete all work within 548 calendar days from the Notice to Proceed, with liquidated damages assessed at $120 per day for failure to meet the substantial completion deadline. A mandatory pre-bid meeting is scheduled for May 7, 2024, at 11:00 a.m. at West Boynton Park's recreation center, and sealed bids are due by May 23, 2024, at 2:00 p.m. at the Capital Improvements Division office. Contractors must be pre-qualified under Palm Beach County's Annual Contract – Electrical, with qualification applications due at least ten days before the bid due date. All bidders must submit completed EBO Schedule 1 and Schedule 2 forms documenting subcontractor participation and small/minority/women-owned business enterprise (S/M/WBE) commitments, comply with the 2014 National Electrical Code and Florida Building Code 2017, be registered with the E-Verify System, and provide professional conduct standards including disclosure of foreign gifts or contracts exceeding $50,000. The Architect/Engineer of Record is Johnson, Levinson, Ragan, Davila, Inc.
This procurement is subject to Palm Beach County's Equal Business Opportunity (EBO) Program requirements, which include an SBE Price Preference API allowing certified SBE bidders within ten percent of the lowest non-SBE bid to receive award consideration. Bid security and public construction bonds are required for bids of $200,000 or more, with bid security set at five percent of the bid price. Contractors must maintain amended worker's compensation insurance coverage with Employer's Liability Limits of $500,000/$500,000/$500,000 and provide a one-year guarantee on all materials and workmanship. All materials must be new, free of defects, and UL-listed or labeled by a nationally recognized electrical testing agency, with lighting fixtures requiring 10-year manufacturer warranties. No specific budget or award value is disclosed in the solicitation documents, though the bonding requirement threshold suggests the project value may exceed $200,000. Palm Beach County reserves the right to waive any bid irregularities, informalities, or technical deficiencies and to reject any and all quotes and bids.
