About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, acting on behalf of the Department of Marine Resources, is requesting quotations for carpet and installation services at the West Boothbay Harbor Lab under RFQ 13A16101800000000000237, with quotations due November 4, 2016 at 2:00 p.m. Eastern Standard Time and mandatory bidders conference attendance required on October 26, 2026 at 9:00 a.m. at the project site.

The scope encompasses carpet tile installation, stair tread and riser replacement, and cove base installation across three phases at the Main Lab, Environmental Building, Waterfront Building, and Library totaling 12,600.6 square feet (Phase I: 4,627 sq ft; Phase II: 4,094.8 sq ft; Phase III: 3,878.8 sq ft). Bidders must supply Shaw Range 54435 Mystical Azure carpet tiles to match existing flooring, provide transition materials, install 6-inch Johnsonite cove base in a color to be determined, and remove and dispose of existing floor coverings. All carpet products must meet NSF/ANSI-140 Sustainability Assessment standard at Gold or Platinum level, contain at least 10 percent postconsumer content, comply with the Carpet and Rug Institute's Green Label Plus program, exclude polybrominated diphenyl ether flame retardants, and use water-based low-VOC adhesives. Contractors must implement comprehensive recycling or reuse programs for worn carpet and installation scraps through registered carpet recovery processors or manufacturers and submit documentation within 14 days of project completion.

Quotations must remain firm for 180 days from bid opening. Cost breakdowns must be itemized by building location and project phase with separate materials and labor costs. The State anticipates net 30 payment terms and reserves the right to negotiate with the selected bidder, withdraw an award if acceptable contract terms cannot be reached, or cancel the RFQ at its sole discretion. Award decisions will be made on a best value basis considering conformity with specifications, delivery dates, and lowest price among compliant bidders. Project phases will likely be staged over two fiscal years contingent upon fund availability. Responses must be submitted through the State of Maine's AdvantageME Vendor Self Service electronic procurement system.
