About this opportunity

The City of Gaithersburg is requesting proposals from a qualified research and evaluation firm to perform a comprehensive program evaluation of its Wells/Robertson House transitional housing program, with proposals due October 28, 2026.

Wells/Robertson House is a 14-bed transitional housing program established in 1988 under the Homeless Services Division of the Community, Neighborhood, and Housing Services Department. The program serves chronically homeless individuals in recovery from addiction, providing up to two years of housing coupled with wraparound services including 24-hour case management, medication management, and life-skills coaching. Residents participate in a structured, abstinence-based program designed to achieve sobriety, financial self-sufficiency, and transition to permanent housing.

The evaluation scope requires the contractor to assess program strengths and weaknesses, document current outcomes and impact against program objectives, and identify opportunities for further development and improvement. The City has not conducted a systematic program evaluation to date. The Homeless Services Division is undergoing management transition and preparing renovation and potential redesign of the Wells/Robertson House building. The City will use evaluation findings to inform decisions on staffing levels, program design changes, and facility modifications that may be incorporated into the building renovation.

The RFP does not specify contract value, term, or evaluation criteria weighting. Place of performance is Montgomery County, Maryland. The solicitation is open to qualified research and evaluation firms; no set-aside, preference program, or eligibility restriction is stated.
