About this opportunity
The Maryland Department of Health's Behavioral Health Administration is soliciting applications for Wellness & Recovery–First Episode Psychosis (FEP) Peer Support Training and Supervision, with applications due January 30, 2026 by 2:00 p.m. This is a single-award RFA restricted to 501(c)(3) nonprofit organizations or government entities.
Applicants must demonstrate at least zero to two years of statewide experience providing peer-to-peer support services with supervision and training, supported by three attestation letters from community partners within the past two years. The scope comprises three core deliverables: support services including assistance with Certified Peer Specialist (CPRS) certification navigation, peer supervision hours, workforce adjustment support, and community-resource connection; three annual training courses for FEP peers and two annual courses for FEP program staff covering anti-stigma training and storytelling; and staffing of a certified peer specialist position with a bachelor's degree preferred in human services, psychology, social work, or education.
The total award is $318,910 firm fixed-price over the initial contract term of July 1, 2026 through June 30, 2029, with two optional one-year renewals available through June 30, 2031. This breaks to $63,782 annually and is contingent upon available funding. Quarterly invoices are due 15 days after each quarter end (April 15, July 15, October 15, January 15), accompanied by progress reports detailing activities, accomplishments, challenges, and implementation updates.
Evaluation is equally weighted between technical factors (project narrative) and financial factors (budget narrative), with award to the most advantageous application. Applicants must comply with Americans with Disabilities Act requirements, federal funding restrictions, debarment affirmations, and pro-children act certification. The contract officer is Crystal Hack and the grant monitor is Natalee Solomon, both at the Behavioral Health Administration. A pre-application conference is scheduled for January 12, 2026 at 2:00 p.m. via Google Meet. All applications must be submitted through the eMaryland Marketplace (eMMA) system.
