About this file
This document contains Questions and Answers from a pre-application conference for the Maryland Department of Health's Behavioral Health Administration regarding the Wellness & Recovery—First Episode Psychosis (FEP) Peer Support Training and Supervision Request for Applications. The RFA seeks a single-award contract restricted to 501(c)(3) nonprofit organizations or government entities to provide peer support training and supervision services for individuals experiencing first-episode psychosis. The scope includes three core deliverables: support services encompassing Certified Peer Specialist (CPRS) certification navigation, peer supervision hours, workforce adjustment support, and community-resource connection; three annual training courses for FEP peers and two annual courses for FEP program staff covering anti-stigma training and storytelling; and staffing of a certified peer specialist position with a bachelor's degree preferred in human services, psychology, social work, or education. Applications are due January 30, 2026, by 2:00 p.m., with a pre-application conference scheduled for January 12, 2026, at 2:00 p.m. via Google Meet. All applications must be submitted through the eMaryland Marketplace (eMMA) system using a two-volume submission structure: Volume I for technical application narrative documents and Volume II for budget narrative documents.
The total award is $318,910 firm fixed-price over the initial contract term of July 1, 2026, through June 30, 2029 ($63,782 annually), with two optional one-year renewals available through June 30, 2031. Applicants must include five years of programming in their proposed budgets covering the base period and two one-year option years. For indirect costs, nonprofit organizations with a federally approved indirect cost rate may use that rate; those without may use the higher of 15% of eligible direct costs or the federal de minimis rate. All other entities are capped at 10% indirect costs. The Q&As clarify that food costs for FEP staff attending professional development conferences should be budgeted under Professional Development rather than Travel, with examples of various professional development opportunities to be listed. Quarterly invoices are due 15 days after each quarter end, accompanied by progress reports detailing activities, accomplishments, challenges, and implementation updates. The state intends to add additional FEP programs and is exploring funding opportunities to ensure service sustainability and alignment with available funding sources.

Q&As for BPM054749
Wellness & Recovery- First Episode Psychosis (FEP) Peer Support Training and Supervision Pre-App Conference
1. Deliverables: Can you speak to what the plans for growth and expansion will be for the program, specifically as it pertains to activities expected to be completed or services to be provided?
Answer: The state continues to explore various funding opportunities that will provide sustainability to this specialized service. We explore opportunities every year, including ensuring the expected activities and services align with funding.
2. Is there a plan to add more FEP programs or the number of sites?
Answer: The state does intend to add additional FEP programs and exploring funding opportunities.
3. How does the two-part submission work? Are we essentially submitting two responses in eMMA? The first with the narrative documents and then the second with the budget documents?
Answer: Applicants should make one full submission per organization, as eMMA allows applicants to upload multiple documents as a part of their single submission. All documents uploaded as part of Volume I: Technical Application should be separate from documents uploaded as part of Volume II: Budget Narrative. When uploading each individual document, eMMA allows the applicant to apply a label to the document that is distinct from the document’s file name.
Applicants should label each document accordingly to clearly identify whether it is part of Volume I or Volume II.
4. Can you please confirm what the IDC rate is?
Answer: If a nonprofit organization gets a state-funded grant or contract (whether fully state-funded or a mix of state and other non-federal funds), the nonprofit must be allowed to get reimbursed for its indirect costs. The allowed reimbursement rate depends on the nonprofit’s situation: If the nonprofit already has a federally approved indirect cost rate or has negotiated one with another non-federal funder using federal cost rules, they can use that same rate. If the nonprofit does not have a negotiated rate, they must be allowed to use whichever is higher: The standard federal default (known as the “de minimis” rate), or 15% of eligible direct costs (based on federal rules for how to calculate them). Important Note: This only applies to nonprofit organizations that are tax-exempt under section 501(c)(3), (4), or (6) of the IRS code. 10% is the IDC CAP for all other entities.
5. With the 3 year base period and 5 years total with the option years, are you looking for 5 years of programming on the Budgets?
Answer: Yes, please include the base period and two one option year in your proposed budget
6. We have a question about how food costs may be considered under this federal funding. Specifically, we wish to sponsor FEP program staff (peer staff and clinical staff) to attend OOMD’s Annual Conference as a professional development opportunity. However, we have learned with other federal grants that only $10 per person per day is allowed for food costs for “participants”. In this situation, would the FEP staff be considered “participants” or could the cost of their attendance (with food costs estimated around $155 for a 2-day conference) be considered under Travel as part of the professional development?
(If it were possible to sponsor the young adults receiving services from FEP programs to attend our conference, we’d be delighted. Please let us know if the $10 per person per day limit is not applicable to this funding source.
Answer: Please place these costs under Professional Development since it will be available to Behavioral Health Professionals. Also, list examples of the various Professional Development opportunities.
