Q&As for BPM054749_FEP Peer Support Training and Supervision
This document is a Question and Answer file prepared by the Maryland Department of Health's Behavioral Health Administration in response to inquiries regarding the Request for Applications (RFA) for Wellness & Recovery - First Episode Psychosis (FEP) Peer Support Training and Supervision. The RFA seeks applicants to provide comprehensive support, training, and supervision to First Episode Psychosis Peer Support Specialists who serve young people experiencing their first one to two years of psychosis and schizophrenia diagnoses. The Q&A format clarifies expectations, requirements, and specifications outlined in the original RFA to assist potential bidders in developing competitive proposals. This document serves as an addendum to the primary RFA materials and addresses common inquiries from prospective applicants regarding program scope, eligibility criteria, and implementation requirements.
The Q&A file provides critical guidance on various aspects of the application and program implementation, including clarifications on service delivery expectations, staffing qualifications, training curricula, supervision protocols, and reporting requirements. By responding to specific questions from interested parties, this document helps ensure consistency in proposal submissions and establishes clear benchmarks for evaluation. The information contained within assists applicants in understanding the Department's priorities, funding limitations, compliance obligations, and the specific outcomes expected from selected providers, thereby promoting more aligned and feasible proposals from bidders.

Q&As for BPM054749
Wellness & Recovery- First Episode Psychosis (FEP) Peer Support Training and Supervision Pre-App Conference
1/26/2026
1. Deliverables: Can you speak to what the plans for growth and expansion will be for the program, specifically as it pertains to activities expected to be completed or services to be provided?
Answer: The state continues to explore various funding opportunities that will provide sustainability to this specialized service. We explore opportunities every year, including ensuring the expected activities and services align with funding.
2. Is there a plan to add more FEP programs or the number of sites?
Answer: The state does intend to add additional FEP programs and exploring funding opportunities.
3. How does the two-part submission work? Are we essentially submitting two responses in eMMA? The first with the narrative documents and then the second with the budget documents?
Answer: Applicants should make one full submission per organization, as eMMA allows applicants to upload multiple documents as a part of their single submission. All documents uploaded as part of Volume I: Technical Application should be separate from documents uploaded as part of Volume II: Budget Narrative. When uploading each individual document, eMMA allows the applicant to apply a label to the document that is distinct from the document’s file name.
Applicants should label each document accordingly to clearly identify whether it is part of Volume I or Volume II.
4. Can you please confirm what the IDC rate is?
Answer: If a nonprofit organization gets a state-funded grant or contract (whether fully state-funded or a mix of state and other non-federal funds), the nonprofit must be allowed to get reimbursed for its indirect costs. The allowed reimbursement rate depends on the nonprofit’s situation: If the nonprofit already has a federally approved indirect cost rate or has negotiated one with another non-federal funder using federal cost rules, they can use that same rate. If the nonprofit does not have a negotiated rate, they must be allowed to use whichever is higher: The standard federal default (known as the “de minimis” rate), or 15% of eligible direct costs (based on federal rules for how to calculate them). Important Note: This only applies to nonprofit organizations that are tax-exempt under section 501(c)(3), (4), or (6) of the IRS code. 10% is the IDC CAP for all other entities.
5. With the 3 year base period and 5 years total with the option years, are you looking for 5 years of programming on the Budgets?
Answer: Yes, please include the base period and two one option year in your proposed budget
6. We have a question about how food costs may be considered under this federal funding. Specifically, we wish to sponsor FEP program staff (peer staff and clinical staff) to attend OOMD’s Annual Conference as a professional development opportunity. However, we have learned with other federal grants that only $10 per person per day is allowed for food costs for “participants”. In this situation, would the FEP staff be considered “participants” or could the cost of their attendance (with food costs estimated around $155 for a 2-day conference) be considered under Travel as part of the professional development?
(If it were possible to sponsor the young adults receiving services from FEP programs to attend our conference, we’d be delighted. Please let us know if the $10 per person per day limit is not applicable to this funding source.
Answer: Please place these costs under Professional Development since it will be available to Behavioral Health Professionals. Also, list examples of the various Professional Development opportunities.
7. While reading I see that it says there is an Excel attachment. I do not see that. Will it be sent or should I use the PDF attached version?
Answer: It has been brought to our attention that the Excel attachment was not posted to eMMA. Please be advised, the proper attachment has now been added to this new round. Thank you.
