About this opportunity

Michigan's Department of Environment, Great Lakes, and Energy (EGLE) is soliciting quotations for plugging, drilling and re-drilling, and site restoration of orphan wells in Newaygo and Mecosta counties, with a mandatory pre-proposal meeting on November 10, 2026, at noon Eastern. Only vendors awarded a contract through EGLE's prequalification process may submit proposals, and attendance at the pre-proposal meeting is required to submit.

The two wells are the Troyer 1-7A in Mecosta County (Permit #60486) and the Daniels 1-1B in Newaygo County (Permit #56879), both operated by Wellmaster Production. The listing title references 22 wells, but the RFQ covers these two. Work includes site clearing, rig and equipment setup, wellbore cleaning and electronic logging, multi-stage cementing with aquifer protection, removal and remediation of abandoned tanks and vessels, removal of associated infrastructure, and site grading, mulching, and seeding. Bidders must price all 64 line items on the Schedule B pricing matrix, include an overhead percentage applicable to subcontracted services, rentals, and materials, and submit a timeline broken into Site Prep, Mobilization/Demobilization, Plugging, and Site Restoration phases, along with staffing information.

Federal funds are involved, so the winning bidder and all subcontractors must comply with Davis-Bacon prevailing wage requirements. The project-specific wage determination, issued June 16, 2026, expires December 16, 2026, and covers 18 classifications ranging from $23.00 to $55.00 per hour, with fringe benefits of $15.00 per hour, or $17.00 for crane operators. The state will not approve change orders resulting from bids that omit these rates.

Evaluation uses four equally weighted 25-point criteria: Key Personnel, Business Owned Equipment List, Company's Technical Experience and Ability, and Vendor Questions Worksheet. Proposals must earn 80 or more technical points to be considered, and award is based on best value rather than lowest price. The state may consider QDV/SDVOB status under MCL 18.1261(8) during evaluation.

Questions are due November 13, 2026, at 3:00 p.m. Eastern, with answers posted November 17, 2026. Proposals are due November 24, 2026, at 3:00 p.m. Eastern through www.michigan.gov/SIGMAVSS, in modifiable formats with a 6 MB per-document limit.
