About this file
This is a Request for Quotation (RFQ) issued by the State of Michigan Department of Environment, Great Lakes, and Energy for orphan well plugging and site restoration services in Newaygo and Mecosta Counties. The project involves plugging, drilling, re-drilling, and site restoration at two wells: the Troyer 1-7A (Mecosta County, Permit #60486) and the Daniels 1-1B (Newaygo County, Permit #56879), both operated by Wellmaster Production. Only vendors who have been awarded a contract through a prequalification process are eligible to submit proposals. A mandatory pre-proposal meeting will be held on Tuesday, November 10, 2026, at 12:00 noon Eastern at the Troyer 1-7A project site; attendance is required to submit a proposal. The deadline for bidder questions is Friday, November 13, 2026, at 3:00 p.m. Eastern, with answers posted on November 17, 2026. The proposal deadline is Tuesday, November 24, 2026, at 3:00 p.m. Eastern, with a pre-construction meeting and project start date to be determined. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable formats with a maximum file size of 6 MB per document.
Technical evaluation will be based on four equally weighted criteria (25 points each): Key Personnel, Business Owned Equipment List, Company's Technical Experience and Ability, and Vendor Questions Worksheet, for a total of 100 points. Only proposals receiving 80 or more technical evaluation points will be considered for award. Bidders must provide pricing for all line items in the pricing matrix, submit a detailed project timeline broken down into Site Prep, Mobilization/Demobilization, Plugging, and Site Restoration phases, and include staffing information. The award will be based on best value to the state, not necessarily the lowest price. The winning bidder and all subcontractors must comply with Davis-Bacon prevailing wage requirements, as federal funds will be used for this project. Bidders are advised to inform subcontractors that pricing must include Davis-Bacon prevailing wage rates, and the state will not approve change orders related to improper bidding due to failure to include these rates. The state may also consider qualified disabled veterans/service-disabled veteran owned business (QDV/SDVOB) status under MCL 18.1261(8) during evaluation.

SEE ATTACHED PRICING MATRIX FOR BID TABLE
BID AMOUNT (should be the same as Grand Total from Pricing Matrix)
Bidders should provide pricing for ALL items in the ‘Price per Unit’ column of the pricing matrix (even if not necessarily needed for this project). These ‘per unit’ prices are referred to as ‘rated items’ by EGLE staff in the event a change order or approved change to the scope of work is required to complete the project.
Should an award result from this DS, all rates quoted in response to this DS will be firm for the duration of the project. No price changes will be permitted.
Bidders must submit a project timeline in conjunction with their Schedule B - Pricing Matrix. The timeline must be broken down into a minimum of four categories as follows: Site Prep, Mobilization/Demobilization, Plugging, Site Restoration.
An example of a single well project timeline might look like this: 1 day to clear/grub the site, 1 day to mobilize to site, 1 day to rig up, 3 days to plug well and flush/abandon/remove flowline, 1 day to rig down, 2 days to restore site for a total of 9 days to plug the well and finish project.
An example of a multi-well and facility project might look like this: 3 days to clear/grub locations, 1 day to mobilize equipment to project area, 50 days to plug wells (includes time needed to mob between wells, and address flowlines), 15 days to decommission facilities, 5 days to restore sites, 1 day to demobilize equipment from project area for a total of 75 days to complete the project.
Also, please indicate if you are proposing to utilize multiple rigs simultaneously, rig availability, and describe why you believe your timeline is correct, and how many staff you anticipate utilizing on a daily basis (staff counts do not have to include sub-contracted services like cement/wireline, only staff that are directly employed by your company).
The state will review your estimated timeline, reasoning, staffing, and pricing to determine the winning bidder. The winning bidder will be the bidder that we determine provides the best value to the state.
The winning bidder and all of its subcontractors must adhere to Davis Bacon Prevailing Wages for this project. It is the responsibility of the winning bidder to ensure that its subcontractor’s pricing for this bid includes Davis Bacon Prevailing Wages.
