About this opportunity
The Clay County Utility Authority (CCUA), an independent special district in Florida, is requesting sealed bids for well repair, maintenance, and ancillary services to support operational reliability and disaster recovery of water wells and water treatment plants throughout Clay County, with bids due July 27, 2026 at 2:00 PM Eastern Time.
The scope includes emergency mobilization within six hours of notification, well repairs, pump removal and installation, draw-down testing, video logging, geophysical logging, well chlorination and flushing, and on-site pump evaluation. The contractor must provide 24/7 primary and secondary contact availability, own well drilling equipment capable of drilling wells exceeding 1,000 feet with a 25,000-pound lift capacity, maintain a field office and crane within 150 miles of CCUA headquarters, and staff a minimum of four technicians. All labor, small hand tools, personal protective equipment, and equipment are the contractor's responsibility; CCUA reimburses only for consumables and materials.
Pricing is Time and Materials with fixed hourly rates for labor classifications (Crane Operator, Superintendent, Engineering Support Services, Field Service Technician, and Shop Rate positions) and fixed lump-sum prices for scopes outlined in the Bid Pricing Form. Materials and consumables are reimbursed at actual cost plus a markup not to exceed 10 percent, as are equipment rental and subcontractor costs. Hourly labor rates are guaranteed for the contract term; material pricing is fixed for the first year.
The contract term is one year from execution with options for four additional one-year renewal periods by mutual written agreement. Insurance requirements include General Liability at $1 million per occurrence / $2 million aggregate, Auto Liability at $500,000 combined single limit, and Workers' Compensation at Florida statutory limits. A non-mandatory pre-bid meeting is scheduled for July 9, 2026 at 10:00 AM at CCUA's Operations facility in Middleburg. Intent to Bid is due July 13; questions are due July 15 with responses issued by July 20. Board of Supervisors approval is scheduled for August 4, 2026, with Notice of Intent to Award on August 5. CCUA reserves the right to accept or reject any or all bids and may award to multiple contractors.
