About this opportunity

The Virginia Department of Health is soliciting bids for well installation and well abandonment services in Patrick County under WIIN-12_W&WA, with proposals due June 8, 2026. The project is funded by American Rescue Plan Act (ARPA) allocations. Award will be made to the lowest responsive and responsible bidder that is DSBSD-certified micro business if the bid does not exceed $10,000 and is deemed fair and reasonable; otherwise to a DSBSD-certified small business if the bid does not exceed $100,000; otherwise to the lowest responsive and responsible bidder of any size.

The scope covers construction of a Class III-C drilled well with minimum 20 feet of casing and 20 feet of grout, plus abandonment of an existing well, both at 236 Primitive Baptist Road W, Dry Fork, Virginia 24549. Work includes tree removal and site clearing, well pump installation (subcontracted to licensed plumbers and electricians), well disinfection and testing, erosion and sediment control, and site restoration. The contractor must comply with Virginia Private Well Regulations (12 VAC 5-630-10 et seq) and obtain Department of Professional and Occupational Regulations (DPOR) Water Well System Provider Certification. Contractors must hold Virginia Class A, B, or C contractor licenses depending on contract value thresholds.

Bidding is structured as cost per foot of depth for an estimated 150 feet, with actual payment limited to verified depth drilled. Bids must itemize mobilization, setup, tree removal, site clearing, and other line items; additional depth beyond 150 feet and any additional services require written VDH approval and change orders. Bidders must provide project start and end dates no later than two weeks prior to work commencement or four weeks after Purchase Order issuance, whichever is earlier. Selected bidders must submit a signed Notice to Proceed within three business days of notification. A pre-bid site visit is recommended and can be arranged by contacting Angelica Cipara. Proposals remain valid for 60 days. The Commonwealth retains the right to cancel the contract with 60 days' written notice. All vendors must register with eVA and pay transaction fees (1% capped at $500 for DSBSD-certified small businesses or $1,500 for others).
