About this opportunity

The Virginia Department of Health is soliciting bids for well installation and spring abandonment services in Luray, Pittsylvania County, Virginia, under solicitation WIIN24-01_W&WA, with bids due June 25, 2026. The project is funded through American Rescue Plan Act appropriations and carries ARPA compliance obligations.

The scope requires installation of a private water well meeting Virginia Private Well Regulations (12VAC5-630-10 et seq.) and Page County Department Well Construction Permit #139-WW-20658 at 358 Lauck Lane, Luray, VA 22835. Work includes tree removal and site clearing, installation of a minimum 50 feet of casing and grout, well pump and plumbing by licensed professionals, well disinfection, and abandonment of the existing spring per regulatory specifications. The contractor must obtain all necessary permits and inspections and comply with erosion and sediment control requirements. Initial bids must be submitted for an estimated depth of 150 feet with itemized mobilization and setup costs; actual payment is based on verified actual depth drilled. Bidders who submit bids for depths over or under 150 feet will not be accepted. Bidders must provide separate cost schedules for additional services with per-foot pricing for depths exceeding 150 feet.

The contractor must hold certification as a Water Well System Provider by the Department of Professional and Occupational Regulations and maintain Virginia contractor licensing appropriate to contract value (Class C to Class A). Award shall be made to the lowest responsive and responsible bidder that is DSBSD-certified (micro business if bid does not exceed $10,000; small business if bid does not exceed $100,000), provided the price is fair and reasonable. Otherwise, award goes to the lowest responsive and responsible bidder of any size.

The selected bidder must provide a signed Notice to Proceed within three business days of notification and submit project start and end dates within two weeks prior to work initiation or within four weeks after Purchase Order issuance. Final invoicing occurs only after the Local Health Department issues a Record of Inspection and the contractor submits the GW-2 completion report, water quality test results (GW-5), and lab results. A pre-bid site visit is recommended; interested vendors should contact Angelica Cipara at angelica.cipara@vdh.virginia.gov.
