About this opportunity

Palm Beach County, Florida is procuring spray welding services through a Request for Quotation (RFQ) on a term contract basis. The procurement seeks firm, fixed hourly rates for both shop and portable spray welding services for ferrous and non-ferrous metals, with primary deliverables including spray molting metal to machine or undercut areas, machining weld areas to manufacturer specifications, and providing adapter sleeves as applicable. Successful bidders must provide services Monday through Friday from 7:00 a.m. to 5:00 p.m., excluding holidays, and respond within eight hours of notification for portable services. Required qualifications include current welder certification, Commercial General Liability Insurance of at least $500,000 per occurrence, Business Auto Liability Insurance of at least $500,000 combined single limit, and Workers' Compensation coverage in accordance with Florida Statute Chapter 440. The submission deadline for quotations is October 11, 2016, at 4:00 p.m. Palm Beach County local time, with responses accepted by fax or email. Evaluation criteria include pricing submitted as fixed hourly rates for shop spray welding services and portable spray welding services, with weight factors of 0.90 and 0.10 respectively applied to calculate the total factored rate for award purposes.

The resulting contract shall be issued for twelve months or until the estimated amount is expended at the County's discretion, with an option to renew for four additional twelve-month periods upon mutual written agreement. Palm Beach County extends local preference consideration to businesses with permanent places of business in Palm Beach County or the Glades, providing a 5 percent price reduction for evaluation purposes. The hourly rate quoted must include all labor, materials, tools, travel, fuel, mileage, insurance, mobilization, demobilization, and incidental expenses with no additional charges to the County, and all materials and parts are to be supplied at the bidder's cost with original manufacturer documentation provided with each invoice. Overtime rates are compensated at 1.5 times the standard rate for work between 5:00 p.m. and 7:00 a.m. Monday through Friday and weekends, while holiday rates are paid at 2.0 times the standard rate. The anticipated contract value is $10,000 over the initial twelve-month term.
