About this opportunity
Palm Beach County Board of County Commissioners is issuing a Request for Pre-Qualification (RPQ) for vendors to provide repair services for fuel systems equipment at various County locations, including the Belle Glade and Pahokee areas. The scope of work encompasses diagnosing fuel system issues, repairing fuel lines on diesel tank piping and double-walled fuel piping for day tanks, replacing rusted supply fuel pipe lines, and repairing or replacing fuel transfer pumps and related components necessary to restore equipment to full operational mode. Vendors must possess a current Pollutant Storage System Contractor License, a valid Palm Beach County Business Tax Receipt, and maintain minimum insurance coverage including Commercial General Liability of $500,000 per occurrence, Business Auto Liability of $500,000 combined single limit, and Workers' Compensation insurance in accordance with Florida Statute Chapter 440. Mandatory visual site inspections of project locations are required for vendor eligibility, with failure to attend resulting in disqualification from award for that specific project. Submissions are due by September 26, 2024, at 4:00 p.m., with responses required on the County's provided response form submitted in a sealed package. Pre-qualified vendors will be notified of individual projects on an as-needed basis and must submit written quotes within five business days of notification. Pricing must be submitted as fixed prices with no escalation clauses, and the lowest responsive bid will be awarded subject to evaluation criteria including compliance with federal requirements.
The contract includes Small/Minority/Women-owned Business Enterprise (S/M/WBE) participation requirements and local preference provisions that will influence award determinations. The contract is federally funded through the U.S. Department of the Treasury and subject to federal compliance requirements including Davis-Bacon wage standards for construction or repair work and Equal Employment Opportunity provisions. The contract term is sixty months or until estimated funding is expended, with new vendors able to submit pre-qualification requests at any time after the initial submission deadline for evaluation and addition to the pre-qualified vendor list. Individual projects are not to exceed $99,999, with projects reaching or exceeding $100,000 subject to the County's mandatory bid process. The anticipated total contract value over the sixty-month period is $60,000. The contract prohibits the purchase of stand-alone parts or equipment, emergency repairs outside the quotation process, and fuel systems maintenance or inspection activities.
