About this opportunity

Hillsborough County intends to award a sole-source procurement to Alfred Benesch & Company for WebCDMS (web-based crash data management system) maintenance, data management, crash location, and support services for a three-year term at an estimated cost of $97,200, with challenges to the sole-source determination due by September 2, 2026.

The procurement qualifies as sole source under Section 3-205(2)(b) of the County's Procurement Policy because Alfred Benesch & Company is the sole provider of the existing integrated WebCDMS system utilized by the County. As a sole-source award, it is exempt from Registered Small Business Encouragement Program participation requirements.

The scope comprises two tasks: Task 1 provides system maintenance, database management, and crash location services, including hosting, tape backup, system restoration within five working days during business hours (8 a.m. to 5 p.m., Monday–Friday), monthly crash-data uploads with notification to the County Project Manager within ten working days, and up to twenty hours per month of technician effort to assign reference node identification numbers to crash records with priority given to fatal, incapacitating injury, bicycle, pedestrian, and motorcycle crashes within thirty days of receipt (estimated 85 percent of all crashes and 95 percent of priority crashes receiving assignments). Task 2 provides on-site training and technical support to the County's Traffic Engineering division. Data sources include the Department of Highway Safety and Motor Vehicles, Florida Department of Transportation, and local law enforcement agencies, integrated with County data layers for roads, land use, and zoning.

Task 1 is priced at $26,400 annually ($79,200 total); Task 2 is billed at $1,500 per full-day training session with an estimated budget of $6,000 annually ($18,000 total). All crash data remains sole property of Hillsborough County and cannot be released or used by Benesch without written County consent. Upon contract termination, Benesch will provide a database copy within thirty days and delete all County data files upon written request.
