About this opportunity

Washington County, Oregon is seeking sealed proposals for Web Site Design Services through a Request for Proposal (RFP) with solicitation number 2020.026P. The county requires a qualified firm to provide consulting services and redesign its external websites for the general government and Sheriff's Office, with a focus on creating two modern, contemporary, and visually engaging designs. Key deliverables include websites that prioritize user experience, ease of navigation, and visitor effectiveness, with a planned migration from the current content management system to the Drupal platform and cloud hosting. The evaluation criteria consist of eight categories totaling 100 points, with the most heavily weighted category (30 points) being "Evidence of ability to Design to Contemporary Standards and Supply Desired Design Elements." Other significant evaluation areas include project costs/budget (15 points), philosophy and approach (15 points), project management, work plan, experience, and inclusivity. The non-mandatory pre-proposal meeting is scheduled for July 21, 2020, at 11:00 am, with proposals due electronically through the ProcureNow portal by August 14, 2020, at 3:00 pm. The county anticipates completing the contract award by December 11, 2020.

The procurement emphasizes social equity and seeks to maximize participation from diverse consultants and contractors while promoting economic growth. While no specific set-aside designations are explicitly stated, the county encourages inclusivity and participation from varied business enterprises. The current website infrastructure will require migration from an existing content management system to Drupal, with cloud-based hosting planned. Proposers must comply with various certifications regarding tax compliance, non-discrimination, and offer stability, and must demonstrate experience with government websites, strong user experience expertise, and ability to provide raw design files for future updates. The RFP requires contractors to maintain comprehensive insurance coverage, including Commercial General Liability, Automobile Liability, Professional Liability, and Workers' Compensation, with most liability insurances requiring $1,000,000 per occurrence. While a specific contract value is not explicitly stated, the county reserves the right to negotiate final contract terms and expects proposers to provide competitive and comprehensive pricing for the website redesign project.
