About this opportunity
The City of Wichita is requesting sealed bids for construction services — water distribution system, storm water drain improvements, and sanitary sewer improvements to serve Midland Baptist Church 3rd Addition — with bids due July 24, 2026 at 10:00 a.m. through the City's Procurement Portal.
The three projects (E6157, E6156, E6155) are located south of 45th Street North and east of Ridge Road in Sedgwick County. Group 1 (Water Distribution System, Project E6157) includes water line pipe installation ranging from 5 to 2,123 linear feet, five fire hydrant assemblies, and various valve assemblies. Group 2 (Storm Water Drain #562, Project E6156) covers grading and mass excavation of 22,694 cubic yards; storm water and catch basin pipe from 2 to 2,014 linear feet; curb and drop inlets; temporary gravel access roads; and erosion control measures including silt fence and erosion control matting. Group 3 (Sanitary Sewer Improvements, Project E6155) includes sanitary sewer pipe installation of 3,570 linear feet, manhole construction and connections, and air testing of sewer pipe. An approved Notice of Intent (NOI) under the National Pollutant Discharge Elimination System (NPDES) covers the total 21.17-acre site with erosion and sediment control requirements; the Stormwater Pollution Prevention Plan must be implemented at construction start.
The contract will be awarded to the lowest and best responsive bid from a responsible vendor based on evaluation criteria including three years' minimum experience in similar services, understanding of industry standards, bonding and insurance capacity, and compliance with applicable federal, state, and local laws. Work must be completed within 95 working days from the date work begins. Bidders must submit a bid bond equal to 5% of the total bid prior to bid opening and performance and labor and material payment bonds equal to 100% of contract value upon award. Minimum insurance includes commercial general liability ($1,000,000 each occurrence, $2,000,000 annual aggregate), comprehensive automobile liability ($1,000,000 combined single limit), workers' compensation at statutory requirements, and employers liability ($1,000,000). Bidders must be licensed by the City of Wichita or State of Kansas before contract issuance. Bids may not be withdrawn for 60 days following opening. Contact Tracy Jordan at (316) 268-4419 or TJordan@wichita.gov.
