About this opportunity

The Commonwealth of Massachusetts Department of Developmental Services (DDS) is seeking a contractor to provide comprehensive habilitative services, including physical therapy, occupational therapy, adaptive physical education, orientation and mobility, and massage therapy, to the 222 individuals residing at the Wrentham Developmental Center (WDC). The anticipated initial contract duration is up to 10 years, with a final end date of June 30, 2031. The procurement, valued at an estimated $20 million, requires electronic bid submission through the COMMBUYS system by April 1, 2021 at 2 PM. A mandatory bidders' conference will be held on March 18, 2021 at 1 PM. Bidders must submit a Supplier Diversity Program (SDP) plan, which accounts for 10% of the total evaluation score. Payment will be made through Electronic Funds Transfer, and the successful bidder must be registered in COMMBUYS.

The RFR does not specify any set-aside designations or restrictions on the types of organizations that can respond. However, the current contract has approximately 30 FTEs who are not part of a union, and the Commonwealth is satisfied with the existing services. Interested parties are encouraged to submit proposals through COMMBUYS. The Commonwealth has extended the current service provider contracts through December 31, 2020 on an interim basis due to the COVID-19 pandemic, and will re-release the RFR with revised timelines once the declared state of emergency has ended and programs have reopened.
