About this opportunity
The Hawaii Department of Corrections and Rehabilitation is soliciting bids for construction of a new delivery and construction access road at the Women's Community Correctional Center in Kailua, with bids due October 30, 2026, and a mandatory pre-bid meeting and site visit on October 1, 2026, at 10:00 AM at the facility. Attendance at the pre-bid meeting is mandatory; failure to attend results in automatic bid rejection.
Bidders must hold a valid State of Hawaii Contractor's license (classification A or B) and be either a Hawaii Business or Compliant Non-Hawaii Business registered with the State. The apprenticeship agreement preference under Hawaii Revised Statutes 103-55.6 applies because the estimated contract value exceeds $250,000.
The scope includes site grading, drainage improvements including a grass swale and infiltration trench, asphalt concrete paving (3.5 inches over 6-inch aggregate base course), approximately 101 linear feet of chain-link fencing, and installation of empty conduit for future sallyport gate and kitchen infrastructure. Earthwork totals approximately 190 cubic yards excavation and 25 cubic yards fill. A geotechnical report specifies soil conditions, CBR requirements, compaction standards, and H-20 truck loading design assumptions. Drainage discharge flows to Kailua Bay under NPDES permit requirements. Construction hours are restricted to 6:00 AM to 8:30 AM on weekdays on Kalanianaole Highway (a state facility). HECO utility pole relocation must occur prior to construction start.
The estimated construction cost ranges between $500,000 and $650,000. The contract term is 180 calendar days from Notice to Proceed, with liquidated damages of $750 per calendar day for delays. Bid security equal to at least 5 percent of the total lump sum bid is required for bids of $25,000 or more. Performance and payment bonds equal to 100 percent of the contract price are required within 10 calendar days of award. Bidders must comply with prevailing wage requirements under Hawaii Revised Statutes Chapter 104 and safety and health programs under HRS 396-18. Written questions are due October 14, 2026, at 5:00 PM. Anticipated award is November 6, 2026, with contract start November 13, 2026, and project completion May 12, 2027.
