About this opportunity

The City of Half Moon Bay is requesting bids on the Wavecrest Road Water Line Project, with bids due July 8, 2026 at 3:00 p.m. and a mandatory pre-bid meeting on June 18, 2026 at 11:00 a.m. at Wavecrest Road near 1410 Cabrillo Highway South. Contractors need not be Coastside County Water District (CCWD) pre-qualified at bid submission but must submit a completed Statement of Pre-Qualification Package (SOPQ) if not previously pre-qualified; CCWD will review SOPQs in order of bid ranking starting with the lowest apparent bid, and failure to obtain required pre-qualification may render a bidder ineligible for award.

The scope includes abandoning an existing 2-inch water main, installing a new 8-inch water main, fire hydrants, service laterals, backflow preventers, water meters, pavement restoration, bollards, and minor concrete replacement on Wavecrest Road. Project completion is required prior to October 2, 2026, with Notice to Proceed issued once insurance, bonds, and critical submittals are approved.

The Engineer's Estimate is $1.79 million. Contractors must hold a current California "A" or "C34" contractor license with active Department of Industrial Relations registration, maintain general liability insurance of at least $2 million, automobile liability insurance of at least $1 million, and workers' compensation insurance of at least $1 million per occurrence. Additional mandatory pre-qualification criteria include available bonding capacity, three years of financial records, five project references of similar scope completed within the past five years, an average Workers' Compensation Experience Modification Rate of 1.0 or lower, and an average Total Recordable Incident Rate of 3.0 or lower for the past three years. Most pre-qualification criteria are evaluated on a Pass/Fail basis; bonding capacity and project references are point-based with a minimum of 20 of 40 points required. CCWD will notify applicants of pre-qualification status within 21 calendar days, with 10 business days to appeal unfavorable determinations. Contact Mike Burnfield, City of Half Moon Bay, at (650) 726-8265 or MBurnfield@halfmoonbay.gov.
