About this file

This document is an Addendum 1 to bid documents for the Wavecrest Road Waterline Project issued by Coastside County Water District (CCWD) in Half Moon Bay, California, dated June 25, 2026. The project scope includes abandoning an existing 2-inch water main and installing a new 8-inch water main with fire hydrants, service laterals, backflow preventers, water meters, pavement restoration, bollards, and minor concrete replacement on Wavecrest Road. The addendum clarifies pre-qualification requirements, stating that contractors need not be CCWD pre-qualified at bid submission but must submit a completed Statement of Pre-Qualification Package (SOPQ) if not previously pre-qualified. CCWD will review SOPQs in order of bid ranking, starting with the lowest apparent bid, and failure to obtain required pre-qualification may render a bidder ineligible for award. The addendum addresses 15 bidder questions regarding utility locations, pavement standards, construction staging (limited to Smith Field parking lot), road closure restrictions, equipment specifications, and project coordination details.

The SOPQ submittal package requires contractors to meet mandatory pre-qualification standards evaluated on a Pass/Fail basis for most criteria and point-based scoring (minimum 20 of 40 points required) for bonding capacity and project references. Contractors must hold a current California "A" or "C34" contractor license with active DIR registration, maintain general liability insurance of at least $2,000,000, automobile liability insurance of at least $1,000,000, and workers' compensation insurance of at least $1,000,000 per occurrence. Additional requirements include available bonding capacity, three years of financial records, five project references of similar scope completed within the past five years, an average Workers' Compensation Experience Modification Rate of 1.0 or lower, and an average Total Recordable Incident Rate of 3.0 or lower for the past three years. The District will notify applicants within 21 calendar days of receipt regarding pre-qualification status, and contractors have 10 business days to appeal unfavorable determinations.

ADDENDUM 01 TO BID DOCUMENTS

JUNE 25, 2026

WAVECREST ROAD WATERLINE PROJECT

Addendum No. 1:

This Addendum shall be considered as part of the RFP documents for the subject project and shall be incorporated integrally therewith. Where provisions of the following supplementary data differ from those of the original documents, this Addendum shall govern and take precedence. Consultants are hereby notified that they shall make any necessary adjustments in their proposals on account of this Addendum.

The following is hereby added and/or amended:

The second paragraph on page 5 of the INSTRUCTIONS TO BIDDERS, has been revised to “Bidders are advised that CCWD pre-qualification is required prior to contract award (or prior to commencement of work on CCWD facilities, if approved by CCWD). A bidder need not be CCWD-pre-qualified at the time bids are submitted; however, bidders who have not been previously pre-qualified with CCWD prior to advertisement, must include a completed Statement of Pre- Qualification Package (SOPQ) with all listed requirements, as part of their bid submittal. The template SOPQ is attached to this addendum and hereby included in bid submittal requirements.

CCWD will review and process SOPQs, in order of bid ranking, and starting with the lowest apparent bid. Failure to obtain required pre-qualification with CCWD may render the bidder ineligible for award and the City may proceed to the next lowest responsive and responsible bidder.

RFP QUESTIONS/CLARIFICATIONS

Question 1: Do contractors need to be pre-qualified through CCWD before bidding?

Response 1: No, all contractors who are not currently pre-qualified with CCWD will need to submit a completed Statement of Pre-Qualifications with their bid package. Refer to Attachment 1 to this bid Addendum for the Statement of Pre-Qualification Submittal package.

Question 2: Do sub-contractors have to be pre-qualified through CCWD?

Response 2: Refer to the attached Statement of Pre-Qualification Submittal package for sub-contractor requirements related to pre-qualification.

Question 3: Is the existing waterline at the edge of asphalt on Wavecrest?

Response 3: The approximate location of the existing waterline on Wavecrest is shown in the bid plans, based on limited records and surface evidence. Contractor is responsible for positive location of all existing utilities where impacted by the proposed scope of work.

Question 4: Does the proposed waterline require a casing at the storm drain crossing?

Response 4: No. Refer to the project plans for crossing requirements. At storm drain crossings specifically, CCWD requires no pipe joints within 8 ft measured horizontally of the storm drain on either side of the crossing, as depicted in details in the project plans.

Question 5: Where will construction staging be allowed?

Response 5: The city expects all construction staging to take place withing the Smith Field gravel parking lot. Further coordination for construction staging will take place following contract award.

Question 6: Will the entirety of Wavecrest be repaved?

Response 6: No, only the extents indicated in plans delineated as Pavement Restoration area will be repaved, approximately from northern existing edge of pavement to roughly the centerline of street, in addition to service and hydrant laterals within existing paved areas. Refer to plans for precise limits.

Question 7: Which standards will the paving need to adhere to?

Response 7: Refer to plans and project specifications for pavement standards.

Question 8: What, if any, parts of Wavecrest is the City open to closing completely?

Response 8: For the purpose of bidding, contractor should assume that no full road closures are permitted on Wavecrest Road. The City may consider proposals for road closures during short periods of time or certain activities during construction, to be reviewed with the awarded bidder, on a case-by-case basis.

Question 9: Does the parking lot at Smith Field need to be paved?

Response 9: No, the parking lot shall be restored in-kind with Class II AB as shown on the bid plans.

Question 10: Is there a blow-off valve at the capped end of the new 8” waterline?

Response 10: No, there is a gate valve and hydrant at the end of the 8” waterline per the bid plans.

Question 11: Can the lot on the south side of Wavecrest right before the park be used for construction staging?

Response 11: No, all construction staging shall take place in the existing Smith Field parking lot.

Question 12: Who owns the electrical for the park lights?

Response 12: The City of Half Moon Bay owns the lights at Smith Field.

Question 13: Who is responsible for USA of the existing utilities?

Response 13: The contractor is responsible for locating all existing utilities in the project area.

Question 14: Are all activities on Smith Field during the weekends?

Response 14: No. Organized sports during the week include little league and recreational park and trail users. The current project schedule avoids the majority of organized league activities at Smith Field.

Question 15: Where are the two proposed water services located?

Response 15: The proposed 2” and 1” water services are located between the parking lot and the southeast field (Field 3) as shown on the bid plans.

Statement of Pre-Qualifications 3 Coastside County Water District

NOTICE

Notice is hereby given that Coastside County Water District (Coastside CWD or District) has determined that all contractors that install water mainline extensions, water services, or fire services connecting to the District’s water system (Projects) must be on the District’s Approved

Contractors List by pre-qualifying. It is mandatory that all Contractors who intend to perform this work for Coastside CWD applicants to install new water mainline extensions, water services, or fire service connections for new homes, commercial buildings, or remodels, fully complete the Statement of Pre-Qualification (“SOPQ”) Submittal Package, provide all materials requested herein, and be pre-qualified by the District to be on the Approved Contractors List.

No work will be allowed by a Contractor that has failed to comply with these requirements.

The SOPQ Submittal Package shall be submitted in sealed envelopes marked “Confidential – Do

Not Open with Regular Mail” and shall include the following title on the front of the package, “SOPQ for the Coastside CWD Approved Contractors List” Submittals will be received on a rolling basis, at the office of the Coastside County Water District located at 766 Main Street, Half

Moon Bay, California 94019. Submittals can be delivered by mail, FedEx, or other delivery service, or dropped off at the District’s office. If the Contractor elects to drop off their Submittal, the Contractor shall drop off between the hours of 8:00 am and 5:00 pm. The District will notify

Contractors within 21 calendar days after receipt date if the Contractor meets the District’s pre-qualification standards.

SCOPE OF WORK

Contractors with complete and qualifying SOPQs will be placed on the Coastside CWD

Approved Contractors List to perform water service installations. The SOPQ Submittal Package does not guarantee work, nor is it a qualification for performing other District projects. The

SOPQ Submittal Package is a request for information, not a cost proposal or bid, neither issuing this Notice, nor any other activity related to the pre-qualification process, commits or obligates the District to award contracts, to pay costs incurred in the preparation of a SOPQ Submittal

Package, or to procure or contract for any services. Contractors that meet the District’s pre-qualification standards will be added to the District’s Approved Contractors List and be allowed to perform work for Coastside CWD applicants intending to install new water and fire services.

Coastside CWD applicants who are building new homes, commercial structures, or remodeling and need to install new water service connections will be given this list as reference for obtaining cost estimates. The cost and contractual terms for service installation will be agreed upon by the contractor and the applicant. Coastside CWD will install the water meter and meter check for a cost to be invoiced directly to the applicant. For all water service installations or mainline work, the contractor is required to obtain encroachment permits for all work done on the public roadways prior to the start of the job. All work performed must follow the approved specifications and guidelines provided by Coastside CWD and be inspected and approved by a

Coast CWD inspector prior to backfilling.

Pre-qualification will remain valid for one (1) year after placement on the Approved Contractor

List, except that the District reserves the right during that period to adjust, increase, limit, suspend, or rescind the pre-qualification approval based on subsequently learned information.

The District may choose to extend pre-qualification to Contractors that have been approved without the need to resubmit the SOPQ Package. At the request of the District, in lieu of

Statement of Pre-Qualifications 4 Coastside County Water District resubmitting the SOPQ Package, the Contractor shall submit a statement, signed by an authorized signatory, confirming the information in the SOPQ Package remains accurate. The Contractor accepts all risks and costs associated with the completion of the SOPQ Package without financial guarantee.

INSTRUCTIONS FOR PREPARATION AND SUBMISSION OF SOPQ PACKAGE

1. QUESTIONS AND COMMENTS

Any questions, comments, or objections to the pre-qualification materials, or explanation desired by a Contractor regarding the meaning or interpretation of the Pre-Qualification

Submittal Package and related materials shall be made by E-mail and directed to:

Gina Brazil

Office Manager

Phone: (650) 726-4405

E-mail: gbrazil@coastsidewater.org

It is the Contractor’s sole responsibility to ensure that the E-mail is received in a timely manner. Upon receipt of an E-mail, the District shall provide acknowledgment of receipt within two (2) business days. If the Contractor does not receive an acknowledgment of receipt of an E-mail from the District within the above-referenced timeframe, the Contractor shall assume the E-mail transmission was not received by the District and shall be responsible for resubmitting the same question in a timely manner, and if necessary by an alternate allowable method of transmission allowing for confirmation of receipt (e.g., mail, FedEx, or other delivery service, or dropped off at the District’s office following the same procedures as the SOPQ Submittal Package).

2. WITHDRAWAL OF SUBMITTAL

A SOPQ Package submittal may be withdrawn by a Contractor, at any time prior to the

District’s determining the final list of qualified Contractors, by E-mail request to:

Gina Brazil

Office Manager

E-mail: gbrazil@coastsidewater.org

3. SOPQ SUBMITTAL PACKAGE

The answers to questions contained in the attached pre-qualification questionnaire, information about current bonding capacity, and project references will be used by the

District to Pre-qualify Contractors with respect to their qualifications to bid on Projects. The

District reserves the right to check other sources available and to interview the Contractor and designated Project Manager. The District’s decision will be based on objective evaluation criteria.

The District reserves the right to adjust, increase, limit, suspend, or rescind the pre-

Statement of Pre-Qualifications 5 Coastside County Water District qualification rating based on subsequently learned information. Contractors whose rating changes sufficiently to disqualify them will be notified and given an opportunity for a hearing consistent with the procedures described below for appealing a pre-qualification rating.

As provided in California Public Contract Code Section 20101, SOPQ Packages

(questionnaire answers and other attachments) submitted by Contractors are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law. However, the contents may be disclosed to third parties for the purpose of verification, investigation of substantial allegations, or in an appeal hearing if one is required to solve a dispute. State law requires that the names of Contractors applying for pre-qualification status shall be public records subject to disclosure, and the first page of the pre-qualification questionnaire will be used for that purpose and is a public record document.

The Contractor shall provide only complete and accurate information in their SOPQ

Packages. Each pre-qualification questionnaire must be signed under penalty of perjury in the manner designated at the end of the form, by an individual who has the legal authority to bind the Contractor on whose behalf that person is signing. If any information provided by a Contractor becomes inaccurate, the Contractor must immediately notify the District and provide updated accurate information in writing, under penalty of perjury. Should a

Contractor omit or falsify requested information, the District may designate the Contractor as not pre-qualified. False or inaccurate information provided by the Contractor may result in disqualification from this SOPQ and from bidding on future District projects. No SOPQ

Package will be accepted from a Contractor that has failed to comply with these requirements. The District reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application submitted and to make all final determinations. It is mandatory that all Contractors who desire to be on the Approved

Contractors List fully complete the pre-qualification questionnaire, provide all materials requested herein, and be approved by the District. The District also reserves the right to cancel this Notice or to reject any and all SOPQ.

Incomplete or unsigned SOPQ Submittal Packages will be returned without review and the

Contractor will not be eligible to participate in the Projects until completed properly.

4. EVALUATION CRITERIA

The District will evaluate all complete SOPQ Submittal Packages by a combination of points scored for Items 7 and 10 (references), and on a Pass/Fail basis for all other items

(item 10 questions other than references). In order to pre-qualify for the Projects, Prospective Contractors must obtain a score of at least 20 points out of a possible 40 points and “Pass” rating on all other Items (10 questions other than references). Contractors who do not obtain a “Pass” rating for all of the criteria will not meet the District pre-qualification standards and will not be allowed on the District’s Approved Contractor List.

5. CONTRACTOR APPEAL PROCEDURE

As provided in California Public Contract Code Section 20101, where a timely and

Statement of Pre-Qualifications 6 Coastside County Water District completed SOPQ Submittal Package results in a rating below that necessary to pre-qualify, the Contractor may appeal that determination. A Contractor may not appeal from a finding that the Contractor was not pre-qualified due to failure to submit all required information.

An appeal is begun by the Contractor delivering notice to the District of its appeal of the decision with respect to its pre-qualification rating, no later than ten (10) business days after being notified of the District’s decision. Without a timely appeal, the Contractor waives any and all rights to challenge the decision of the District, whether by administrative process, judicial process, or any other legal process or proceeding.

If the Contractor gives the required notice of appeal and requests a hearing, the hearing shall be conducted so that it is concluded no later than ten (10) business days after the District’s receipt of the notice of appeal. The hearing shall be an informal process conducted by a panel to which the District has delegated responsibility to hear such appeals (the “Appeals Panel”).

At the hearing, the Contractor will be presented their score sheet and advised of the basis for the District’s pre-qualification determination. The Contractor will be given the opportunity to present information and reasons in opposition to the rating to the extent they have been identified in their notice of appeal. Within five (5) business days after the conclusion of the hearing, the Appeals Panel will render its decision, and the Contractor will be given written notice of the decision, which shall be final and binding. The deadline for submission and opening of bids for specific Projects will not be delayed or postponed to allow for the completion of an appeals process.

The SOPQ Submittal Package, its completion and submission by the Contractor, and its use by the District shall not give rise to any liability on the part of the District to the Contractor or any third party.

By my signature below, I acknowledge receipt of this document, agree to be bound by its terms, and agree to submit it as part of the SOPQ Submittal Package to the District.
