About this opportunity
The Florida Fish and Wildlife Conservation Commission is pursuing a single-source procurement for annual maintenance services for a Waters Xevo TQ-XS benchtop tandem quadrupole mass spectrometer coupled with an Acquity UPLC I-Class Plus system, specifically for the Ecosystem Assessment and Restoration division's Harmful Algal Blooms group. The procurement is designed to secure a three-year maintenance agreement for specialized laboratory equipment used to analyze seafood samples for human safety. Prospective vendors must submit written information demonstrating their ability to supply the described commodities or services by February 4, 2026, at 4:00 p.m. ET. The agency has determined that the equipment and services are exclusively available from Waters Technologies Corporation due to the proprietary nature of the equipment, exclusive warranty coverage, and the fact that the majority of parts are manufactured solely by Waters. The contract will commence upon issuance of the purchase order, with a total contract term of three years.
The procurement appears to be a non-competitive, single-source acquisition with no specific set-aside designations or restrictions on responding organizations. The estimated dollar amount for this acquisition is $200,000, covering the three-year maintenance agreement. Waters Technologies Corporation is the sole anticipated vendor, as the agency has concluded that no alternative vendors can provide the necessary equipment, parts, factory-directed updates, and software upgrades. The procurement has been approved by multiple stakeholders within the Florida Fish and Wildlife Conservation Commission, including research, operations, administration, and purchasing personnel. The contact for inquiries is Martin Ehlen, who can be reached at 850-617-9602 or martin.ehlen@myfwc.com. The requestor for this procurement is Jay Abbott, and the procurement follows the guidelines of Chapter 287, F.S., and other applicable rules and laws.
