About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form issued by the Florida Fish and Wildlife Conservation Commission for annual maintenance services on laboratory equipment. The agency seeks a three-year maintenance agreement for a Waters Xevo TQ-XS benchtop tandem quadrupole mass spectrometer coupled to an Acquity UPLC I-Class Plus system, which is used by the Fish and Wildlife Research Institute's Ecosystem Assessment and Restoration division, specifically the Harmful Algal Blooms group, to analyze seafood samples for human safety. The requestor is Jay Abbott, and the contact for inquiries is Martin Ehlen at 850-617-9602 or martin.ehlen@myfwc.com. Prospective vendors must submit written information regarding their ability to supply the described commodities or services by February 4, 2026 at 4:00 p.m. ET. The contract term is three years from the issuance of the purchase order, with the posting date of January 13, 2026 and a 15 business day posting period requirement.

The estimated dollar amount for this single source acquisition is $200,000. The agency has determined that the equipment and services are available only from Waters Technologies Corporation because the equipment is proprietary, warranty coverage is exclusive to the manufacturer, the majority of parts are manufactured solely by Waters and cannot be sourced from alternative vendors, and factory-directed updates and software upgrades are provided exclusively by Waters. No competitive bidding is anticipated for this procurement. The purchase has been approved by multiple stakeholders including research, operations, administration, and purchasing personnel within the Florida Fish and Wildlife Conservation Commission.
