About this opportunity

The City of Palm Coast is seeking proposals from Florida State Licensed General Contractors for the Waterfront Park Phase 2 - Parking Expansion and Site Improvements project located at 150 Waterfront Park Road. The procurement is a re-bid construction project partially funded by a grant from the Florida Inland Navigation District. Scope of work includes site clearing and grading, constructing a new vehicular parking lot, installing site lighting, stormwater infrastructure, concrete sidewalks, and miscellaneous site amenities. Specific deliverables involve tree removal and installation, concrete and compaction testing, and the installation of a prefabricated pavilion with pavilion lighting. Contractors must submit qualifications and bids electronically through the City's Procurement Portal by October 2, 2025, at 2:00 PM, with a non-mandatory pre-bid meeting scheduled for September 10, 2025, at 10:30 AM. The project has a total construction timeline of 270 consecutive calendar days for substantial completion, with an additional 30 days allocated for final completion.

The procurement appears open to all Florida State Licensed General Contractors, with a local business preference policy potentially providing a 5% preference for local vendors. Bidders must submit a bid bond of 5% for bids over $100,000 and will be required to provide performance, payment, and material and workmanship bonds if awarded the contract. Insurance requirements include workers' compensation, commercial general liability, and standard construction coverage. Contractors must comply with E-Verify requirements, anti-discrimination provisions, and public records laws. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the City reserves the right to reject any or all bids and will award the contract to the lowest responsive and responsible bidder. Although a specific budget range is not disclosed, the comprehensive nature of the project—involving parking lot expansion, site improvements, and infrastructure work—suggests a significant investment in enhancing the Waterfront Park facility.
