About this opportunity

The City of Tucson is establishing an annual requirements contract for water treatment cartridge filters for sediment removal at the Tucson Airport Remediation Project (TARP) Water Treatment Plant, with proposals due October 30, 2026.

The City reserves the right to award based on total bid price or on the basis deemed most advantageous and may issue multiple awards to qualified vendors. The contract is funded through American Rescue Plan Act (ARPA) mechanisms; vendors must comply with ARPA terms and conditions, including allowable uses of funds, reporting requirements, and compliance certifications. HUD Form 5370-C general conditions for non-construction contracts apply, establishing standard federal clauses including Section 3 preferences for low- and very low-income persons, equal employment opportunity compliance with Executive Order 11246, organizational conflict-of-interest disclosures, procurement of recovered materials per EPA guidelines, record retention for three years post-payment, and prohibitions on liens against Housing Authority property.

Scope covers cartridge filters meeting defined technical specifications for micron ratings, flow rates, dimensional tolerances, and material composition standards necessary for sediment removal operations. Detailed specifications are provided in Appendix A and the Scope of Work document (Water_Treatment_Cartridge_Filters.pdf). Pricing will be submitted on a per-unit basis; the City will purchase required quantities throughout the contract year based on operational needs at the facility.

The contract structure as an annual requirements arrangement provides the City flexibility to procure filters on an as-needed basis at agreed-upon unit prices. No contract value, contract term length, incumbent contractor, evaluation criteria weighting, or pre-bid meeting date is identified in the source materials.
