About this opportunity

The Great Lakes Water Authority (GLWA) is soliciting qualified contractors through an on-call, task order-based procurement to provide emergency and urgent repair services for water transmission infrastructure across its service territory in Michigan, with primary focus on Wayne County. The scope of work encompasses furnishing all labor, equipment, and materials for repairs to large transmission mains, valves, structures, and appurtenances, including site safety planning, shutdown and startup coordination, pipeline dewatering and disinfection, traffic control, valve repairs and replacements, emergency rehabilitation, and data verification. Contractors must meet minimum qualifications including completion of at least three comparable projects within the last ten years, employment of experienced foremen with a minimum of five years of heavy civil construction experience in water and wastewater utilities, and employment of experienced superintendents with a minimum of ten years of similar heavy civil construction experience; additionally, contractors must maintain a local headquarters or equipment yard within the GLWA water service area and submit a comprehensive list of available equipment. The proposal submission deadline is June 18, 2026, at 12:00 PM EST, with a non-mandatory solicitation meeting scheduled for May 19, 2026, at 1:00 PM EST via Microsoft Teams (RSVP required by May 15, 2026), and all questions must be submitted through the Bonfire Hub portal by May 26, 2026, at 12:00 PM EST. Evaluation criteria include technical ability (40%), experience and qualifications (47%), cost (10%), and Business Inclusion and Diversity Program participation (3%), and contractors must respond to urgent work requests within four hours of notification from GLWA.

GLWA has established mandatory Business Inclusion and Diversity (B.I.D.) requirements applicable to all responding vendors, requiring submission of a diversity plan detailing methods to maximize participation by small, minority-owned, and economically disadvantaged business enterprises, with vendors potentially earning up to 3% additional evaluation points based on business presence in Michigan or economically disadvantaged GLWA service territory areas. The contractor currently performing work under GLWA Contract No. 2301148 is precluded from submitting a proposal, as GLWA intends to maintain two separate contracts on a staggered basis for this work. Compensation will be provided on a time and materials basis with fully burdened hourly labor rates for various classifications (Project Manager, Superintendent, Foreman, Equipment Operator, Pipelayer, Laborer, Truck Driver, Flagger, and Welder/Mechanic), daily, weekly, and monthly equipment rental rates for specified equipment types, and materials reimbursed at cost plus 15 percent markup. The total contract price shall not exceed $22,000,000, with progress payments made monthly within 45 days of receipt of proper applications for payment and retainage of 10 percent held until 50 percent completion. Contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability of $1,000,000, automobile liability of $1,000,000, umbrella/excess liability of $8,000,000, and professional liability of $1,000,000, along with performance and payment bonds equal to 100 percent of the contract price, and all awarded contractors must return a fully executed contract, certificates of insurance, and required bonds within ten business days of award or risk forfeiture.
