About this opportunity

The Town of Provincetown, Massachusetts is requesting sealed bids for Water System SCADA improvements at the Knowles Crossing Water Treatment Plant and Paul Daley Well Field, with bids due October 8, 2026 at 3:00 p.m. local time at Provincetown Town Hall, and a non-mandatory pre-bid conference via Microsoft Teams on September 23, 2026 at 1:00 p.m.

The scope encompasses SCADA system enhancements including installation of fiber optic cables, patch panels, ethernet switches, serial-to-ethernet converters, and programmable logic controllers (PLCs) at multiple well locations and treatment facilities. Work includes pulling new fiber optic cable through existing conduits, removing existing Opto-22 control boards, installing new control panels and mounting hardware, and integrating new network devices. The contractor must verify all existing utilities and site conditions prior to commencement, manage field coordination of system downtime with the owner, and complete fiber optic cable testing before installation. All work must comply with Massachusetts environmental requirements, OSHA safety regulations, and applicable local and state codes. Site access is restricted to designated locations, and the contractor is responsible for restoring disturbed surfaces.

Bidding follows Massachusetts General Law Chapter 30 Section 39M. Bids must be submitted on a lump sum basis with unit prices for estimated quantities. Bid security equal to 5 percent of the maximum bid price is required in the form of a certified check, bank money order, or bid bond from a Massachusetts-qualified surety. The successful bidder must furnish 100 percent performance and payment bonds. Progress payments are made at 95 percent of completed work with 5 percent retainage; upon substantial completion, payments increase to 99 percent. Substantial completion is targeted for April 30, 2027, with final completion by May 28, 2027. Liquidated damages are assessed at $1,500 per day for failure to meet substantial completion and an additional $1,500 per day for failure to meet final completion. All employees must complete OSHA 10-hour construction safety training, and Massachusetts prevailing wage rates apply. The Town is exempt from sales and use taxes. Questions must be submitted in writing at least five days prior to bid opening to Craig Curtin at ccurtin@edrdpc.com.
